Makes the sale of parks department, pools, water utilities, etc pale in comparison.  Sell them when you can, not when you have to.

It sounds a bit to me like they are taking out equity loans in order to maintain status quo. . .

Wait. . . isn't that what got a bunch of private citizens into financial trouble?????
