On the railroad crossing sign  (see example: http://www.in.gov/indot/7111.htm) there is a refer to crossing id number.  If you get that then contact CSX or maybe INDOT  1-800-232-0144.

I would like to thank the van that was in front of me today on Columbus Ave, he decided to go straight from the turning lane and cut me off, so he went flying across the tracks, I hope his head don't hurt too bad from hitting the roof of his van.
