That's true, in fact police departments all over the world take this into consideration and that's a fact!
When I was a kid living in Massachusetts, my Aunt Marilyn worked at a mental hospital up there. I remember hearing her telling my mom stories about how the patients would really go nuts during full moons and no one wanted to work during a full moon because it was so dangerous.
