This isn't just sabre-rattling.  Kim is looking for the appropriate provocation.  He fully intends to use the missiles.

I'd like to see a pre-emptive strike here, but I know Obama won't do that.  It isn't kosher in today's world.  Hawai'i may have to take a hit before we're allowed to retaliate?
