Chesterfield Sewer Project “Substantially Complete”, front page.
Project should be done in May.Now doing minor finishing items.
(Anderson has failed to have a project and has failed to comply with state.)
Finial cost$ 4,945,000,$ 200,000 under budget. Chesterfield got their own funds for own project.
(Anderson funds ???.Oooops where did their money go???.Anderson must get more $$$ with rate increases.And NO audits, NO oversight on that money will ….)
Project being completed is a “Storm Water Separation” project.
(Anderson expert at Anderson city hearing told public, a "separation" type of project NOT possible.)
So there it is.Chesterfield has done the impossible.
Another Chesterfield Weekly front page article "Anderson hikes Chesterfield's wholesale sewer rate" completes the story. In essence, it goes on to state that the Chesterfield Town Council basically sat on it's hands during the Anderson Town Council meeting. The Chesterfield Town Council has known about the probable rate increase since the end of last year and did nothing. Now there is a "hint" of a lawsuit and the council is in the process of applying for federal stimulus money to build it's own treatment plant.
IMO - I hope the treatment plant does get built. The residents of Anderson should hope that it doesn't. I am betting that if this does happen the rates in Anderson will go sky high.

They may have been justified to avoid Anderson prior to completion of project. What I don't know is effect of project on usage and thus the volumn/process cost pasted to Anderson. Anderson council pushed on date to vote before Chesterfield project was complete. I asked at the city hearing, why are you using bogus data for your vote. No answer. I suspect new data will show reduced flow to Anderson.
Also appears the relationship with Anderson has been bad. Anderson already broken other agreements.
For example, in the "Anderson hikes" story,
"Council member Art Pepelea said, .... no Chesterfield officials came to the meeting..."
I was at the meeting and saw Chesterfield officials. I talked to two. I am sure Art and the others also saw them before making the false statement.
Other statements were also made by city members that were false about Chesterfield, but not reported.
