I am working on the second reading of your plan and some of the points have some potential, some are openly valid. And some are "Hell No" points. Especially the part about the Sheriff and his posse.
However, if the plan was undeniably perfect, your undeniable link to the Bush administration makes a Bush and Daniels (BAD) union impossible to support. Consequently, your plan supports Bush, but doesn’t represent the best interests of a free people. It has a divide and conquer overtone, not the "Buck Stops Here", Truman (D) claim.
Your history of liquefying our state assets seems to duplicate the Bush effort to destroy our economy by liquidation of every tangible and intangible national asset, from Americans losing American jobs, down to the morbid blood and bones asset of our troops, that supply a means to absorb "unlimited assets". Purposely and by subversion, BAD unrelentingly attacks the sovereignty of our nation by exploiting the peoples gullible trust.
"Streamlining Local Government" is but an extension of the tax and pillage picture of the big government scheme to liquify assets. The assault on Hoosier assets, values, and history began when you sold our northern border (toll road) to foreign interests, built civilian owned and operated prisons, sold gambling assets, privatized welfare, etc. Your plan certifies that you plan to continue the depletion of our state assets, to support an alien monetary and political ethic.
Evidence that the BAD plans are sinking the economy is supported by our devalued dollar, Carter Canal give-away, and the numerous Bush unaccounted for give-away of cash billions, and attempts to sell our seaports, the 5 years of Iraq genocide, 4,000 dead soldiers, 17 tons of their blood, is another morbid validation of the plan’s intent to destroy this republic under God.
Indiana and America is on the Bush auction block and the 46 pages of your Indiana plan expands the auction assets. Furthermore, if these were actions of a bankrupt government seeking a bail-out, perhaps we would agree to the asset depletions. However, it is clear to me, an intent to bankrupt America and Indiana is in progress. Question: When all the assets of the people are gone (confiscated), what do the providers (voters) have left-besides a bankrupt state? An American Communist Lawyer Union (ACLU ) communist society? A total helplessness against global warming?
I am not impressed with Supreme Court Justices that "don’t make moral decisions" running this state or country. Their immoral options have turned America into a Jerry Springer Show, and an ACLU playground. I don’t know the educator, or the ex-governor listed as donors to the plan. They are only significant if they subdue my "one man, one vote".
You control the National Guard, the State Police, and can call homeland security to enforce the plan. Therefore your plan to overthrow the direct representative of a solvent people is not acceptable. For starters, take the Sheriff tax collector, keeper of the jail, and first responders with police powers, out of your plan. You intentionally degrade every aspect of county government and their assets returned to the local economy each payday.
I’ll cut to the chase sir, because I know the strategy behind the war in Iraq has nothing to do with WMD’s, oil, Iran, terrorism, or freedom. The unaccounted for trillion+dollars spent on the war means nothing more than America’s elected and domestic enemies (and their generals), are waging an economic war to destroy this republic, in pursuit of the "New World Order". Iraq is just a means to expedite our destruction. The accumulated spoils from the S&L deals, the Iraq wars and your plan to bankrupt Indiana, unfortunately, is not the end of the threat. Sooner or later out come the guns.
Respectfully sir, there is too much Bush in your unacceptable plan and this is why: We believe in majority rule derived from the old ways and paths. That’s the real deal vs. your despotic suck-up the assets deal.

*Thomas Jefferson said, "When government fears the people, that is democracy. When the people fear the government, that is treason". Our people have reason to fear BAD government.
