Firm to More than Double its Indianapolis Workforce

INDIANAPOLIS, IN - National debt recovery agency Premiere Credit of North America announced plans today to expand its national headquarters here, more than doubling its 250-person workforce.

The firm, which specializes in recovering unpaid government debt, plans to invest more than $4 million to expand its eastside headquarters and to locate a second operations center at a yet-to-be-announced site in Indianapolis.

"Even in tough economic times, Indiana continues to be a smart place for companies like Premiere Credit to grow. Our low cost of doing business, unmatched infrastructure and aggressive pursuit of new jobs is helping us stand out against our competition," said Governor Mitch Daniels.

Founded in 1999, Premiere Credit will begin hiring collection staff, skip tracers, team leaders and managers immediately. The company expects the project to result in the creation of more than 300 new jobs over the next several years. Recruiting for the new positions will begin immediately online at http://www.mypremierejobs.com/ and will provide outreach to military veterans as part of its recruiting efforts.

"Premiere considers itself a best-in-class provider of debt recovery services and needed to find a best-in-class community to grow," said David Hoeft, co-founder and chief executive officer of Premiere Credit of North America. "After an exhaustive search of more than 100 sites across the country, we found that community was right here in Indiana. Our past success with workforce and operational issues locally, as well as the support we received from Governor Daniels and Mayor Greg Ballard's administration, tipped an extremely difficult decision in Indianapolis' favor."

Recognized for its growth by Inc. Magazine and the Indiana Companies to Watch program, Premiere Credit of North America manages the collection of more than 700,000 accounts on behalf of clients across the nation, with values exceeding $1 billion.

The Indiana Economic Development Corporation offered Premiere Credit of North America up to $2.5 million in performance-based tax credits and up to $200,000 in training grants based on the company's job creation plans. The city of Indianapolis and Indianapolis Economic Development, Inc. will support property tax abatement for the company before the Metropolitan Development Commission.

"Premiere Credit is a good corporate citizen in Indianapolis, and I am pleased they have chosen to grow within our community," said Mayor Greg Ballard. "As they looked at their options, it was clear that they could locate their expansion in any number of other communities. Attracting jobs to Indianapolis is my priority, so we worked hard to make sure this expansion could occur here."

The news of Premiere Credit of North America expanding in Indiana comes only days after national economic development magazine Site Selection named Indiana's business climate the fifth best in the nation. The accolade is the latest in a series of awards garnered by the Hoosier state that includes national news giant CNBC calling the state "the most improved state for business" and Chief Executive magazine naming Indiana a "best place for business".

Indiana National Guard dedicates new facility

By William E. Henry
Indiana Army National Guard

GARY, IN - A ceremony was held here at the Indiana National Guard’s new Limited Army Aviation Support Facility dedicating its completion Friday, October 24, 2008. Indiana’s Adjutant General, Maj. Gen. R. Martin Umbarger, Gov. Mitch Daniels, U.S. Senator Evan Bayh, Indiana Congressman Pete Visclosky and Gary’s mayor, Rudy Clay, were among the many distinguished guests to attend the event.

All speakers spoke about how the facility will be an asset to the state's emergency mission and adding protection to the surrounding region.

"This facility was well completed, it is mission enhancing. It'll be a major part of the capabilities now of America's finest National Guard. It is a testament to the patriotism of Hoosiers and to our commitment to each other," said Daniels.

The 56,000-square-foot $18.7 million facility will employ 22 full-time workers with three UH-60 Blackhawks and two OH-58 Kiowa helicopters. The helicopters will be ready to respond to immediate emergencies in the area rather than call in one from Shelbyville, an hour flight away.

Bayh spoke about how it took teamwork to make the facility a reality.

“America is not divided into red states and blue states, as we can see by our nation’s emblem; we are united as fifty red, white and blue states,” said Bayh.

Visclosky agreed with Bayh and praised the service and selflessness of all the Indiana National Guardsmen.

“The Guard has helped people in the state of Indiana in 70 of our 92 counties this year alone and again we need to be grateful for that,” said Visclosky.

Maj. Gen. Umbarger attributed the success of the Indiana National Guard to how Indiana has exceeded its recruiting goals for the fourth year in a row and the patriotism of the residents of the state.

“It seems only yesterday when we were together for the groundbreaking ceremony. But here we are on the rainy but happy autumn day, cutting the ribbon on one of the finest military facilities, state of the art, second to none, in the nation,” said Maj. Gen. Umbarger.

The Gary Limited Army Aviation Support Facility dedication takes place with
congressman Rep. Pete Visclosky, Mayor Rudy Clay, U.S. Sen. Evan Bayh,
International Display Developer to Expand Its Southern Indiana Operations

JEFFERSONVILLE, IN - Retail display designer and manufacturer idX announced plans yesterday to expand its production and distribution operations here, creating more than 150 new jobs in the next three years.

The St. Louis-headquartered company, which provides retail, hospitality and financial customers with services ranging from display development to managing the construction of new stores, will invest more than $2.7 million to expand its 420,000-square-foot facility in the southern Indiana city located just north of Louisville.

"Even in tough in economic times, Indiana continues to be a smart place for companies like idX to grow. Our low cost of doing business, unmatched infrastructure and aggressive pursuit of new jobs is helping us stand out against our competition," said Governor Mitch Daniels.

Incorporated in 1999, the development firm located a manufacturing center in Indiana in 2006 and currently employs 140 associates. The company plans to begin hiring managers, engineers, machine operators and laborers next year.

"It's gratifying to have the opportunity to expand in such challenging times, and it would not be possible without the support of Governor Daniels, the IEDC, One Southern Indiana and our terrific local workforce," said Dave Kilgore, general manager of idX in Jeffersonville.

The expansion of idX's operations brings new opportunities to the company, which has gained market share with its retail fixtures and custom millwork products. We are expanding our capacity and capabilities, positioning idX to better respond to the needs of our customers, Kilgore said.

The Indiana Economic Development Corporation offered idX up to $950,000 in performance-based tax credits and up to $37,500 in training grants based on the company's job creation plans. The city of Jeffersonville will provide the company with property tax abatement as part of the Urban Enterprise Zone at the River Ridge Commerce Center. Regional economic development group One Southern Indiana assisted the state in attracting idX's new job-creating investment.

"We are elated idX has chosen to grow here in Jeffersonville. This expansion and these new jobs are especially encouraging news in these challenging economic times," said Jeffersonville Mayor Tom Galligan.

The expansion of idX in Jeffersonville's River Ridge Commerce Center is the fourth announcement from businesses at the site since early 2007. In August, air filter maker Clarcor Air Filtration Products announced plans to consolidate its Midwest manufacturing operations at the industrial park, creating 425 new jobs. Carl F. Booth Veneers announced plans in January to expand its exotic wood veneer manufacturing center at the site, creating 60 new jobs. In late 2007, process integration leader Connextions Inc. announced plans to locate a new customer support center at River Ridge, creating more than 750 new jobs. Once an Army ammunition plant, the 6,000-acre River Ridge Commerce Center is home to 31 businesses and four government organizations that collectively employing more than 2,000.

Steel Tank Manufacturer to Expand Its Northern Indiana Operations

KNOX, IN - Steel tank manufacturer Sabre Manufacturing announced today it will expand its operations here, creating nearly 50 new jobs and expanding training opportunities for current employees. The company, which manufactures industrial tanks and containers for the environmental, oil and gas industries, will invest in equipment and facilities upgrades at its northwest Indiana manufacturing facility in response to increased demand for its storage tanks used in the oil exploration industry.

"Sabre Manufacturing is a home-grown Indiana company that continues to invest in Indiana and create jobs for hard-working Hoosiers," said Governor Mitch Daniels.

The tank manufacturer employs more than 100 associates in Knox and will begin hiring additional manufacturing associates and welders immediately. Employees will undergo training in lean manufacturing, blueprint reading and participate in National Association of Corrosion Engineers training with the help of a $101,500 grant from the state's Skills Enhancement Fund.

"Recent increases in domestic oil exploration and alternative fuel development are driving demand for our products," said Jason Ries, plant manager of Sabre Manufacturing. "This grant will help us properly train and certify our welding staff and make our processes more efficient, ultimately helping to grow our business."

Founded in 2005 in Knox, Sabre Manufacturing originated with six employees. Today, the company operates three production shifts serving customers throughout the United States and Canada.

Sabre Manufacturing's expansion in Indiana comes only months after global economic development firm Development Counselors International ranked Indiana tenth in a survey of the nation's best states for doing business. The accolade, which follows CNBC naming Indiana the "most improved state for business in 2008", marks the first time in history the state finished in the top 10 of the annual survey of states.

Governor announces plan to help communities with foreclosure, abandoned home problems

INDIANAPOLIS, IN - Governor Mitch Daniels announced yesterday the state has developed a plan that will distribute $84 million to help cities and towns across Indiana buy abandoned or foreclosed homes, demolish or redevelop vacant properties and help low- and moderate-income home buyers purchase properties in an effort to revitalize communities with the most need.

"No state has acted more directly to help homeowners at risk than Indiana by cutting average property taxes by more than a third, directly reducing mortgage payments," said Daniels. "Now, we'll get these new funds to Hoosiers who need them the most and to residents interested in buying otherwise empty homes."

The federal Neighborhood Stabilization Program (NSP) funds are Indiana's share of $3.92 billion appropriated to all 50 states and more than 250 cities and counties to assist with national foreclosure problems. In all, the state will receive about $152 million; $68 million of the total is being distributed directly by the U.S. Department of Housing and Urban Development to Indiana cities and towns. The approximate allocations are:

Anderson, $2.1 million

Elkhart, $2.2 million

Evansville, $3.6 million

Fort Wayne, $7 million

Gary, $3.8 million

Hamilton County, $2.3 million

Hammond, $3.8 million

Indianapolis, $29 million

Kokomo, $2.2 million

Lake County, $5.7 million

Muncie, $2 million

South Bend, $4.1 million

The state has proposed using the remaining $84 million in two targeted ways: $45 million for local units of government to assist with neighborhood redevelopment needs, and $30.4 million that would be maintained in a fund that would be made available to low- and moderate-income individuals and families who choose to purchase abandoned and foreclosed homes.

The state's plan will be submitted to HUD by December 1 and will be posted on the Indiana Housing and Community Development Authority (IHCDA) Web site for public comment for at least two weeks before it is submitted.

"We want communities to develop programs that will be meaningful and make a positive difference, and we will show preference to cities and towns that are not receiving a direct federal share," Daniels said.

According to the plan, communities would submit applications to IHCDA, with priority given to those with the greatest need based on concentration of foreclosures and abandoned properties, the prevalence of subprime and high-cost mortgages, and the risk of continued community destabilization because of existing mortgage defaults and delinquencies. The IHCDA will issue a request for proposals during the first week of December, if the plan is approved by HUD.

Sherry Seiwert, executive director of IHCDA, said communities will be encouraged to take a comprehensive approach to revitalizing neighborhoods impacted by foreclosure. NSP funds can be used in these ways:

Establish financing mechanisms for purchase and redevelopment of foreclosed upon homes and residential properties, including such mechanisms as soft-seconds, loan loss reserves and shared-equity loans for low-and moderate-income homebuyers

Purchase and rehabilitate homes and residential properties that have been abandoned or foreclosed upon, in order to sell, rent, or redevelop such homes and properties.

Establish land banks for homes that have been foreclosed upon.

Demolish blighted structures

Redevelop demolished or vacant properties

The remaining $30.4 million would be retained in a fund coordinated by IHCDA. The housing authority would work with lenders, HUD and others to help qualified buyers purchase foreclosed and abandoned homes. This funding would be made available statewide, including in communities that receive direct funds from HUD. More information about this program will be made available by IHCDA as details are worked out with HUD and lenders.

INShape Indiana Focuses on School Wellness

INDIANAPOLIS, IN - Educators, public health advocates, and members of the business community were in attendance at the fourth annual INShape Indiana Health Summit Wednesday October 15, 2008 at Indiana University in Bloomington. "Healthy Schools, Healthy Indiana," this year's theme, focused on improving the health of Indiana's students and school employees.

Governor Mitch Daniels made opening remarks at the Summit. He was joined by State Health Commissioner Judy Monroe, M.D.; Karen Hanson, Provost & Executive Vice President for Indiana University, Bloomington; Robert M. Goodman, Ph.D., Dean of the Indiana University School of Health, Physical Education, and Recreation; and Indiana Superintendent of Public Instruction Dr. Suellen Reed (via video presentation).

"Schools are another place we can reach people wholesale, which makes the theme of today's summit so appropriate," said Gov. Daniels. "This summit can be one of the most productive things we do if we find things that work on a broad scale. The success we've had so far is satisfying in its way, but we want to see those needles which are barely tilting towards the positive go in a great and bold direction."

Carter, executive director for the Association for Supervision and Curriculum Development, and Howell Wechsler, director of the Division of Adolescent & School Health at the Centers for Disease Control and Prevention (CDC).

· "Can We Improve the Health and Education of Indiana School Students?"

"Healthy children learn better and healthy school employees are more productive," said Dr. Monroe. "However, schools cannot do it alone. They need the support of their communities, including parents, health care providers, community organizations, and businesses.

"My first call to action is for parents, businesses, faith-based organizations, health care providers, and other community organizations to contact the Coordinated School Health Advisory Council for your local school corporation and find out what you can do to promote school wellness, both for students and school employees," said Dr. Monroe.

According to the 2007 Youth Risk Behaviors Survey, high school students in Indiana showed an increase in the percentage of students who were physically active and a decrease in the amount of television being watched. However, the same health survey showed a greater percentage of Indiana's high school students are overweight than the national average. The same was true for the percentage who reported having used tobacco.

"We have seen some positive changes in the habits of young people in our state recently, but clearly there is still work to be done," said Dr. Reed. "Physical activity in adolescents has consistently been related to higher levels of self-esteem and lower levels of anxiety and stress - each of which has been associated with better academic performance. Healthy students are healthy learners."

The 2008 INShape Indiana Health Summit at Indiana University was sponsored by platinum sponsor UnitedHealthcare. UnitedHealthcare (www.unitedhealthcare.com) provides a full spectrum of consumer-oriented health benefit plans and services to individuals, public sector employers and businesses of all sizes, including more than half of the Fortune 100 companies.

"We did not become a country of overweight Americans overnight," said Dr. Jeffrey Beardmore, medical director, UnitedHealthcare of Indiana. "It is crucial that we teach our children the right way to be as healthy as possible, and to do it for the right reasons. If they learn and adopt healthy habits early in life they are set up for healthier adulthood."

The Summit was also supported by gold sponsors Clarian Health and Kroger, silver sponsor IU Department of Kinesiology, and bronze sponsors Cook Medical and WFIU (103.7 FM).

"Indiana University Bloomington is delighted to host the 2008 INShape Indiana Health Summit," said Karen Hanson, provost & executive vice president, Indiana University Bloomington. "We're honored to welcome representatives of Indiana's state government and leading experts on health and education from around the nation. We hope the summit will mark the beginning of an ongoing partnership - between school systems, educators, students, parents, and communities - to promote the healthy habits that help young Hoosiers to be successful in school and life."

INShape Indiana also held summits in 2005, 2006, and 2007 focusing on disease prevention and improving health in Indiana.

OHL to Expand Its Plainfield Logistics Operations

PLAINFIELD, IN - Global supply chain solutions provider OHL announced today it will expand its operations here, creating up to 120 new jobs and new training opportunities for its 400-person central Indiana workforce.

The company, one of the largest third-party logistics providers in the world, will invest more than $11.3 million at its 3.2 million square-foot Plainfield campus and use a $200,000 grant from the state's Skills Enhancement Fund to provide advanced training to its expanding workforce

"OHL joins the long list of companies such as FedEx, Ryder and Amazon.com that have found Indiana's logistics infrastructure and workforce to be among the best in the nation," said Governor Mitch Daniels.

OHL will begin hiring additional distribution center associates immediately and plans to offer associates training in forklift operation, computer software and operating procedures.

"Because of the location and the quality of workforce, Plainfield has proven to be an ideal place for us to expand our operations," said Nathan Sanders, regional vice president, OHL. "Indiana has been especially accommodating and the Skills Enhancement Fund grant allows us to offer new and existing associates an even more comprehensive and complete training package."

Founded in 1951, OHL operates more than 120 distribution facilities totaling more than 25 million square-feet of warehouse space worldwide. The company employs nearly 6,000 associates globally and offers a wide range of services, including transportation, warehousing, customs brokerage and freight forwarding.

"OHL is an excellent example of a good corporate leader in Plainfield and Hendricks County," said Robin Brandgard, Plainfield town council president. "Two years ago this company was recognized by the Hendricks County Economic Development Partnership with the Economic Development Leader Award and this year is assisting with its own United Way Campaign participation. We offer our congratulations and look forward to working with OHL as they continue to grow in our community."

The announcement of OHL's decision to expand in the suburban Indianapolis town adds to Indiana's growing transportation and logistics industry. Indiana is home to more than 4,700 miles of mainline rail track, three international airports and more than 11,000 total highway miles. Each year, more than 720 million tons of freight travel through Indiana, making it the fifth busiest state for commercial freight traffic in the nation.

State Energy Assistance Program Funded for Winter Heating Season

INDIANAPOLIS, IN – Indiana has a record amount of funding for winter heating assistance and should be able to meet the winter fuel needs of low-income Hoosiers, despite recent increases in the costs of energy, Governor Mitch Daniels said today.

The governor said the state will have a record $106 million available through Indiana’s share of the Energy Assistance Program (EAP). That’s more than double the amount of funding that the state received for last winter’s heating season. The Indiana Housing and Community Development Authority (IHCDA) is accepting applications and appointments for the program through local community action agencies beginning today.

“We’ve never been more prepared to help Hoosiers, and we’re starting earlier than ever because we expect it to be a difficult year for winter energy costs,” said Daniels.

Last week, the federal government took action to increase the amount of funds provided to states to help families cope with rising energy costs, and Indiana’s share more than doubled, to $103.7 million. In addition, the state has $2.5 million remaining in a contingency fund from last year.

The EAP funds help individuals and families with incomes up to 150 percent of the poverty level with winter heating bills. Daniels increased the level of eligibility from 125 percent of the poverty level to 150 percent of the poverty level three years ago.

For example, a family of four making less than $31,800 would qualify, as well as an individual with an income of $15,600 or less. The benefit amount is paid in a lump sum directly to the applicant’s utility company.

Last winter, the state allocated nearly $71 million in federal heating assistance ($51.8 million basic grant, $13.1 million contingency and $6 million Temporary Assistance to Needy Families) to help more than 159,000 Hoosier households, an increase of 15,000 from the previous year. In winter 2003-04, 126,000 households were served, and the average assistance was $275 per household.

The average household benefit last winter was $320; that amount is expected to increase this year, depending on the number of people who apply for assistance.

Experts predict that energy costs could increase as much as 30 percent this winter, driven by higher prices for both oil and natural gas. However, the large increase in federal funds provided to Indiana should ensure that the state can help even more eligible families with their heating needs this winter.

The Indiana Housing and Community Development Authority, which overseas EAP, has required community action agencies to utilize interactive voicemail software to handle large call volumes, to accept mail-in renewals beginning in July and to allow households to schedule appointments as well as take applications on a walk-in basis. Community Action Agencies meet individually with applicants in each of the 92 counties to determine eligibility.

“We encourage those who are concerned about paying their winter heating bills to call or visit their local Community Action Agency, or to call the Indiana Housing Authority’s toll-free number for more information,” said Sherry Seiwert, executive director of IHCDA. That number is 1-800-872-0371.

Northwest Indiana disaster centers helped nearly 25,000 people

INDIANAPOLIS, IN - State disaster centers helped nearly 25,000 people in Lake, Porter and LaPorte counties who were impacted by severe weather that struck the area in mid-September.

During the time the centers were open from September 25 to October 1:

Family and Social Services Administration (FSSA) employees took 24,137 applications for emergency food stamps. About 300 FSSA employees worked in the centers to process applications and questions and many other agencies also provided staff in the assistance centers.

The Federal Emergency Management Agency (FEMA) received 11,885 applications. FEMA will continue to accept applications for at least the next 60 days.

FSSA’s Division of Mental Health and Addiction deployed 13 crisis counselors to provide counseling services to more than 2,600 Hoosiers.

The Department of Insurance and Department of Workforce Development each assisted several hundred people with questions about insurance policies or employment.

The state’s Office of Information Technology set up hundreds of computers at the six centers to aid storm victims making applications for assistance

The Indiana Housing and Community Development Authority has been providing temporary housing for more than 250 families during the last two weeks

“Many people suffered damage and there is a long recovery ahead. We’re grateful people were so patient and understanding as FSSA and other state employees processed applications,” said Andy Miller, Governor Mitch Daniels’ director of the Office of Disaster Recovery. “We also had many dedicated employees who worked long hours to help those in need, and we appreciate the support we received from local officials and the organizations that opened their buildings for the state and FEMA to use.”

Storm victims in Harrison, Jefferson and Jennings counties may continue to apply for disaster food stamps through Tuesday. They are available at county FSSA offices at these locations: Harrison County, 2201 Concord Avenue, Suite 120, Corydon; Jefferson County, 493 West Hutchinson Lane, Suite A, Madison; and Jennings County, 1171 North State Street, North Vernon.

In addition, the governor has requested that 10 counties by added to the disaster declaration for severe weather that began September 12. They are Clark, Crawford, Dearborn, Jackson, Knox, Lawrence, Martin, Pike, Spencer and Switzerland counties. Additional counties may also be added as part of the major disaster determination as damage assessments are completed.

FEMA will continue to accept applications for at least the next 60 days. Residents and business owners in Lake, Porter, LaPorte, Harrison, Jefferson and Jennings counties who sustained losses can register online at http://www.fema.gov/assistance or call 1-800-621-FEMA (3362) or 1-800-462-7585 (TTY) for the hearing and speech impaired.

FEMA assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

Governor Daniels Requests Federal Assistance for 10 more Counties

INDIANAPOLIS, IN - Governor Mitch Daniels today requested that President George W. Bush add 10 counties to the disaster declaration for severe weather that began September 12. They are Clark, Crawford, Dearborn, Jackson, Knox, Lawrence, Martin, Pike, Spencer and Switzerland counties.

Preliminary assessments indicate the amount of damage in these counties is less than the six counties that have previously been approved for federal assistance as a result of the severe September weather but the governor is hopeful assistance will be provided.

If granted, the federal disaster declaration would qualify residents for individual assistance. Specifically, he has requested the Individual Assistance programs including the Individual and Household Program, Disaster Housing, Other Needs Assistance, Crisis Counseling, Disaster Unemployment Assistance, and US Small Business Administration Disaster Loans.

On September 23, Lake, LaPorte and Porter counties were designated for federal assistance. Three days later, on September 26, Harrison, Jefferson and Jennings counties were approved.

Daniels indicated further damage may be identified and reserved the right to request the public assistance program when damage to the public infrastructure is better understood. Additional counties may also be added as part of the major disaster determination as damage assessments are completed. They are Floyd, Jasper, Newton, Perry, Scott and St. Joseph.

INDIANAPOLIS, IN - Gov. Mitch Daniels honored 87 Indiana companies for longevity and community service today by awarding them the Governor's Century or Half Century Business Awards during an Indiana Statehouse ceremony.

A total of 28 Indiana companies received Century Awards for being in business a minimum of 100 consecutive years. Fifty nine Hoosier companies received Half Century Awards, for operating for a minimum of 50 years. Lt. Gov. More than 1,000 companies from across Indiana have been recognized during the 18-year history of the Awards.

Acquisition Brings New Jobs to Northeast Indiana

OSSIAN, IN - Metal parts maker Trusted Manufacturing Inc. announced today it will add 30 new jobs here by 2011 following its acquisition of an Arkansas-based bio-diesel processor maker.

Trusted Manufacturing, which currently produces steel parts and sub-assemblies for manufacturers across the Midwest, will invest more than $865,000 to add 18,000 square feet of manufacturing and warehouse space to its northeast Indiana headquarters and manufacturing center for the production of bio-fuel processors.

"We continue to outrun all of our Midwestern competitors for new job-creating investment from companies like Trusted Manufacturing, but we can't let up for a minute. We can never take a rest, we have to get on to the next success and the next," said Governor Mitch Daniels.

Located approximately 15 miles south of Fort Wayne, Trusted Manufacturing currently employs 48 associates in Ossian and will begin hiring additional assembly, welding and professional staff this year to accommodate the new product line.

The northeast Indiana manufacturer acquired Arkansas-based bio-diesel processor maker BioEquipment Inc. in August. The company's bio-fuel kits process cooking and other virgin oils into bio-diesel that can be used for B-5, B-10, B-20 and B-100 grade bio-diesel. Trusted Manufacturing will manufacture the bio-diesel processing kits solely at its Indiana manufacturing center.

"Trusted Manufacturing has been on a rapid growth pattern due to blessings from God, our community and our employees," said Lane Gerber, chief executive officer and owner of Trusted Manufacturing and BioFuels Equipment. "With these blessings and hard work, our company has been able to guarantee our lead times to our customers and remain competitively priced. Also, being able to work closely with our local officials in Wells County has allowed us to explore options we may not have had."

The Indiana Economic Development Corporation offered Trusted Manufacturing Inc. up to $220,000 in performance-based tax credits and up to $22,000 in training grants based on the company's job creation plans. The Town of Ossian will provide property tax abatement at the request of the Wells County Chamber of Commerce and Economic Development.

"Trusted Manufacturing is a company that has always been well thought of in our community," said Dick Witte, president of the Ossian Town Council. "We support and appreciate that they want to take their business in a different direction and we look forward to working with them to make their growth project a success."

Indiana's manufacturing industry was rated sixth in the nation and given an overall "A" grade, the highest ranking in the Midwest, according to a 2008 National Manufacturing and Logistics Report Card published by Conexus Indiana. The report concluded Indiana's manufacturing and logistics industries are "healthy vibrant and growing."

Disaster Assistance Centers in Three Southern Indiana Counties to open Wednesday

INDIANAPOLIS, IN - Governor Mitch Daniels said today the state will partner with the Federal Emergency Management Agency (FEMA) to operate three disaster assistance centers in Harrison, Jefferson and Jennings counties beginning Wednesday.

The sites will be open Wednesday through Saturday from 8 a.m. to 8 p.m. local time and will offer services from FEMA, the Department of Workforce Development, Department of Insurance and the Family and Social Services Administration (FSSA).

In northwestern Indiana, the six assistance centers that have been providing services since last week will be open for their final days Tuesday and Wednesday from 8 a.m. to 8 p.m. local time. This includes distribution of emergency food stamps.

Each of the three new locations in southern Indiana is at an existing FSSA office. The locations are:

Harrison County
2201 Concord Avenue, Suite 120
Corydon

Jefferson County
493 West Hutchinson Lane, Suite A
Madison

Jennings County
1171 North State Street
North Vernon

The governor also has asked the U.S. Secretary of Agriculture to allow emergency food stamp distribution for victims in the three counties. The state has not received a response as of Monday afternoon, but if approval is granted, emergency food stamps will be provided at the same locations for seven days. Disaster food stamps are for citizens impacted by the recent flooding. Individuals will be required to show identification and sign an affidavit indicating they have suffered damage from the severe weather.

The governor was notified Friday that President George W. Bush declared that a major disaster exists for Harrison, Jefferson and Jennings counties and approved federal individual assistance for affected residents as a result of severe weather that began on September 12 because of the remnants of Hurricane Ike.

Lake, LaPorte and Porter counties received approval for federal individual assistance on September 23. Additional counties may also be added as part of the major disaster determination as damage assessments are completed. They include Clark, Crawford, Dearborn, Floyd, Jasper, Martin, Newton, Perry, Scott, Spencer and Switzerland.

All centers will have representatives from FEMA, and computers and phones will be available for flood victims to complete (FEMA) applications. It is not necessary to come to a disaster center to fill out a FEMA application. Residents and business owners who sustained losses in the three counties can register online at http://www.fema.gov/assistance or call 1-800-621-FEMA (3362) or 1-800-462-7585 (TTY) for the hearing and speech impaired. The toll-free telephone numbers operate from 8 a.m. to 6 p.m. local time.

FEMA assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

Currently located in the Meridian Mark I Building, the company's 71-person workforce has earned accolades for its work in developing software applications and products for medical devices, healthcare information systems, engines and transmissions, airborne flight recorders, logistics management and electronic health records. The company plans to begin adding information technology associates, engineers and headquarters staff in 2009.

"SEP is making a commitment to Indiana where we have always enjoyed a positive business environment and capable workforce compatible with our culture and goals," said Jeff Gilbert, president of Software Engineering Professionals. "We are growing to meet the expectations and needs of our clients, and as important as employment growth is, SEP is growing, maturing and improving in many other ways that are just as exciting."

Founded in 1988 by four engineers from Rose-Hulman Institute of Technology, the tech developer has scored acclaim from the Indianapolis Business Journal as one of the 5 largest information technology companies in central Indiana and has earned ISO 9001:2000 certification.

The Indiana Economic Development Corporation offered SEP up to $950,000 in performance-based tax credits and up to $120,000 in training grants based on the company's job creation plans. The city of Carmel will consider property tax abatement.

"We are pleased with SEP's decision to expand its headquarters here," said Mayor Jim Brainard. "We focus on providing a high quality of life in Carmel to attract and retain high-tech companies, such as SEP. It provides the types of jobs that are a good fit for our professional well educated workforce."

The news of SEP's expansion in Indiana follows a 2008 report by national tech trade group AeA that found central Indiana added high-tech jobs faster than any other metro area in the Midwest from 2001-2006. The same report noted the high-tech sector in central Indiana grew by more than 8.6 percent over the period, making it the fourth fastest growing in the nation.

Oxley Launches Website, visits South Bend, Indianapolis

INDIANAPOLIS, IN - Democratic nominee for Lieutenant Governor, Dennie Oxley, today visited several Indiana communities to highlight Governor Mitch Daniels' disastrous four years in office and give him a reality check.

"Four years ago Mitch Daniels promised to turn Indiana around," said Oxley. "But by every measure that he ran on, he has failed. While he likes to say that things are going great, the reality is that Indiana is heading in the wrong direction."

"Indiana continues to lose jobs faster than any other state in America," said Oxley. "The most recent numbers show we lost 16,500 jobs last month alone and thanks to Governor Daniels's policies more than 61,000 Hoosiers have lost their jobs in the last year alone. Mitch Daniels' inability to see what is happening in the everyday lives of Hoosiers shows that his is simply out of touch with the challenges Hoosier families are facing."

Joining Oxley on his travels was "Reality Check 1," a new mobile tote board displaying the number of jobs lost in Indiana during Daniels' time in office.

"Indiana continues to lead in categories it shouldn't. Currently the state ranks second in business bankruptcies and sixth in home foreclosures and Hoosiers make only 87 cents on the dollar compared to other American workers," Oxley added. "The cost of health care continues to be more expensive here than elsewhere and when Hoosiers go to fill up at the gas pump they are seeing high prices that jump erratically as each day passes."

Indiana is one of only seven states to even charge a sales tax on fuel. And, along with the higher fuel prices, Hoosiers have also been forced to pay more in taxes thanks to Daniels's efforts to raise the sales tax from six to seven percent.

To ensure that all areas of the state are a part of Indiana's economic recovery, Long Thompson and Oxley have proposed the "One Indiana Plan." This plan is aimed at overhauling the state's tax structure to create an economy that works for all Hoosiers. The plan includes policies that will:

Expand on Indiana's opportunity by creating "Green Jobs." A study by the Blue Green Alliance found that nearly 340,000 existing Hoosier jobs could benefit from investments in clean energy. In the manufacturing sector alone, the same report found that Indiana has the potential to create as many as 25,180 new jobs from wind turbine manufacturing and an additional 7,485 new jobs in solar component manufacturing.

Create a real insurance pooling option for small businesses and individuals. During all or part of 2006-2007, 1.75 million Hoosiers under the age of 65 were without health insurance. By establishing a pool, small businesses and individuals who lack the buying power that larger businesses have will to be able to purchase health insurance in bulk, making it more affordable.

Create an "Economic Tiers" program. This proposal would categorize the state's 92 counties into three different economic tiers and then allocate the state's economic development dollars accordingly. The tiers, which would be updated regularly, would be determined by a county's unemployment rate, median household income, population growth and assessed property value per capita.

Reform education to help grow the economy. This proposal includes measures to ensure all Hoosier children learn to read, creating more flexibility in the classroom to reduce the state's high school dropout rate and better prepare the future workforce and to create lifelong learning opportunities and college scholarships for more Hoosiers.

Today, the campaign is also launching a new Web site, www.mitchrealitycheck.com, to illustrate Governor Daniels' poor leadership, failed polices and consistent flip-flops on important issues. Among other things, the site features articles, web videos and direct quotes of Daniels demonstrating just how out of touch he is with the concerns of working Hoosiers.

Known for her ability to get things done, Jill Long Thompson is an accomplished public servant. She has served as a city councilor, a Congresswoman and as Under Secretary for Rural Development at the United States Department of Agriculture. Long Thompson grew up on her family's farm in rural Whitley County and was the first in her family to go to college. She received her undergraduate degree from Valparaiso University and went on to earn a master's and Ph.D. in business from Indiana University. A farmer and college professor by trade, Long Thompson lives with her husband Don Thompson, a commercial airline pilot, on their farm in Marshall County.

Dennie Oxley is a 10-year veteran of the state legislature, currently serving as the Majority Whip in the Indiana House of Representatives. A former high school math teacher, school administrator and businessman, Oxley brings a wealth of public and private sector experience to the team. Oxley is a graduate of Indiana University Southeast, where he earned his bachelor's and master's degrees in education. A lifelong resident of English, a small community in Crawford County, he resides there with his wife, Jayme, and their two young daughters.

For more information about Jill Long Thompson, Dennie Oxley or their campaign to restore Indiana's promise, please visit www.hoosiersforjill.com or call 317-635-Jill.

Healthcare Diagnostics Supplier to Expand Its Distribution Operations in Plainfield

PLAINFIELD, IN - Siemens Healthcare Diagnostics, a provider of medical diagnostic products, announced today it will expand its warehousing and distribution operations here, creating more than 80 jobs over the next 12 months.

The company, which develops, manufactures and markets products used to diagnose medical conditions such as diabetes, allergies and cardiovascular disease, will consolidate its distribution operations from other states into an existing 300,000-square-foot facility in the Indianapolis suburb.

"We're demonstrating again today the ambition we have to further position Indiana as a leader in the logistics and life sciences industries. Siemens' continued commitment to Indiana further strengthens our position as a hub for these growing industries," said Governor Mitch Daniels.

Headquartered in Deerfield, Ill., Siemens Healthcare Diagnostics currently employs approximately 60 in the Indianapolis area and plans to begin hiring warehouse associates, maintenance staff and office associates to accommodate the opening of the facility.

"We are confident Indianapolis is an excellent location for us to expand our distribution operations," said Donal Quinn, chief executive officer, Siemens Healthcare Diagnostics. "It is an ideal location, and the new site offers technology enhancements that will help us advance the quality and efficiency of our operations. We also believe that by adding more jobs in the Indianapolis area, this expansion will have a positive impact on the community. "

The Indiana Economic Development Corporation offered Siemens Healthcare Diagnostics up to $535,000 in performance-based tax credits and up to $67,500 in training grants based on the company's job creation plans. Plainfield will consider property tax abatement.

"Plainfield is pleased to welcome Siemens Healthcare Diagnostics to our community, where it will join other companies that are providing life science and healthcare products and services. This again shows the viability of the Plainfield community and the positive business and life style amenities that we have to offer," said Robin Brandgard, Plainfield town council president. "This would not have come about without the cooperation of Plainfield, Hendricks County Economic Development Partnership and the state."

Siemens expansion in Plainfield comes less than a month after Plainfield-based, third-party logistics provider, MD Logistics announced it would invest $1 million to build and equip a 15,000 square-foot cold storage facility, creating 75 new jobs by 2012.

Indiana receives $10.4 million grant to assist dislocated RV workers

INDIANAPOLIS, IN - Governor Mitch Daniels received word on September 10, 2008, from Secretary of Labor Elaine Chao that a $10.4 million national emergency grant he requested to assist dislocated workers in Indiana's RV industry has been approved. The special U.S. Department of Labor grant will pay for training in high-wage, high-demand occupations for permanently displaced workers impacted by the RV industry slowdown.

"I'm grateful to the Secretary of Labor for responding so quickly to the needs of Hoosiers in this industry. We'll be able to help a large number of workers receive the training they need to be qualified for other jobs in Indiana, such as those already available in the orthopedics industry in Warsaw," said Daniels.

Qualified workers will be eligible for up to $6,000 that will enable them to enter into or complete an associate's degree program or a credential in high-wage, high-demand occupations. Supportive services for participants such as child care, transportation and books also will be paid for through the grant. Workers also are eligible for career counseling, computer skill development and customized referrals to local employers. A special Individual Training Account (ITA) will be established for each participant to use to pay for expenses related to the educational program.

Any RV industry worker in Indiana permanently dislocated from their job is eligible to apply. Those interested in submitting an application should visit their local WorkOne office. The grant will be administered through the Indiana Department of Workforce Development.

The federal grant is in addition to a $3 million ITA grant previously announced by Daniels for displaced RV workers.

FORTUNE 500 Company to Create 500 Jobs in Anderson

ANDERSON, Ind. (Sept. 25, 2007) - Governor Mitch Daniels and Mayor Kevin Smith joined executives from Affiliated Computer Services, Inc. (NYSE: ACS) today to announce that the company will locate a customer care center here, creating 500 jobs.

The company plans to locate the new 26,000 square-foot center in the former Continental Inc. offices at 2710 Enterprise Drive and will begin hiring telecommunications and data operations specialists later this year.

"This fulfills the commitment made by IBM last year that the company and its partners would create 1,000 jobs for Hoosiers if selected to help us fix the state's welfare system," said Daniels. "Reducing waste and fraud and saving a half billion taxpayer dollars is a very large cake, but 1,000 new jobs is my favorite kind of icing."

ACS' decision to locate in Indiana follows IBM's April 30 announcement that it would locate a new 500-person call center in nearby Daleville. ACS, a FORTUNE 500 company, provides business process outsourcing and information technology solutions to commercial and government clients in more than 100 countries. The new center will service the company's commercial customers.
