 <title>City of Anderson Enforcing .08 this ‘08</title>

&lt;strong&gt;ANDERSON, IN - &lt;/strong&gt;During a time of year that lends itself to widespread celebrations, the Labor
Day holiday can quickly turn tragic when an impaired motorist gets behind the
wheel.  According to the Indiana Criminal Justice Institute (ICJI), the
2007 Labor Day holiday period (6:00 p.m. August 31 through 5:59 a.m. September
4) was the second most deadly time of year on Indiana roadways, resulting in 11
alcohol-related fatalities and 18 alcohol-related collisions.  
&lt;/p&gt;
&lt;p&gt;
In an effort to reduce the number of
deaths and injuries on Indiana
roadways during the 2008 Labor Day holiday, the Anderson Police Department will
join thousands of fellow law enforcement officers representing more than 250
state and local law enforcement agencies to launch the “Drunk Driving. Over the Limit. Under Arrest.”
crackdown on impaired driving and motorcycle riding.  This statewide
campaign will take place from August 15–September 1.

“As we celebrate this Labor Day it
is important to remember that driving is a privilege and not a right.  As
responsible drivers we must all assume accountability for our actions before
getting behind the wheel,” said Chief Darron Sparks, “I especially
want to urge all citizens to be proactive by designating a sober driver before
celebrating.  Exercising this simple precaution could ultimately save a
life.”
&lt;p&gt;
Through high-visibility patrols, sobriety
checkpoints and other enforcement efforts designed to deter impaired driving
particularly during the high-risk nighttime hours, law enforcement will be on
the look out for those who drive or operate a motorcycle while impaired or
intoxicated during this high-risk time.
&lt;/p&gt;
&lt;p&gt;
According to the 2008 Indiana Traffic
Safety Alcohol Fact Sheet, published by ICJI, motorcycles, pickup trucks and
SUVs were over-represented in alcohol-related collisions statewide in 2007 and
were more likely to produce injury.  Data also indicates that male drivers
between the ages of 21 and 29 killed in motor vehicle collisions were legally
intoxicated 43 percent of the time.

 <title>City of Anderson, Firefighter Union Sign Three Year Agreement</title>

&lt;strong&gt;ANDERSON, IN -&lt;/strong&gt; The City of Anderson
and International Association of Firefighters Local 1262 have reached a
contract agreement that will govern regulations and policies for the next three
years.  The agreement covers 120 Anderson
firefighters, and was chiefly negotiated by Steve
Priser, Director of Personnel and Insurance for the City of Anderson, and Matt Cole,
President of IAFF Local 1262.
&lt;/p&gt;
&lt;p&gt;
Highlights of the new contract include:
&lt;/p&gt;
&lt;ul&gt;
	&lt;li&gt;-longevity pay parity
	with Anderson Police Department&lt;/li&gt;
	&lt;li&gt;-wellness discounts for
	active and retired personnel for smoking cessation, weight loss,
	and enrollment in wellness programs&lt;/li&gt;
	&lt;li&gt;-three percent annual
	salary increase for 2009, 2010, and 2011&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;
In regard to the bargaining process, Mayor Kris Ockomon
commented, “The negotiation took place over the course of only three
meetings.  Both sides came to the bargaining table with a can-do attitude that
helped to get the job done very well and in record time.”
&lt;/p&gt;
&lt;p&gt;
Chief David Clendenen added, “Considering
the plight cities around the State are facing, with some announcing layoffs of
essential emergency responders, this contract proves the Mayor’s
statement that he supports public safety 100%”

 <title>United Way of Madison County Kicks Off Annual Campaign Tuesday</title>

Madison 
County will officially 
launch Tuesday, August 26 with a luncheon for volunteers and supporters at 11:30 
at the Anderson Country Club.

Publisher and 2008 Campaign Chair will oversee the program that will announce 
the 2008 fund raising goal, unveil LIVE UNITED community snapshots and recognize 
volunteers who will assist with campaign calls over the next two 
months.
&lt;/p&gt;
&lt;p&gt;
The 2008 campaign has a focus on what it 
means to LIVE UNITED. Participants in the kick-off will be encouraged to 
purchase a LIVE UNITED t-shirt and then pose in a LIVE UNITED photo booth. The 
photographs will be used for ad campaigns that will run in The Herald Bulletin 
on the days following the kick-off.  
Everyone is encouraged to participate in the festivities and become part 
of the LIVE UNITED experience.
&lt;/p&gt;
&lt;p&gt;
Other team leaders for the campaign are Mike 
Collette, OPERATION: Weatherization chair; Mike and JoAnna Collette, Indiana 
Derby Eve Gala Auction co-chairs; Rod and Ava Autrey, Individual Gifts co-chairs 
and JoDean Washington, LIVE UNITED School Days 
chair.  Dozens of additional 
volunteers make up the campaign committee teams.
&lt;/p&gt;
&lt;p&gt;
Additional campaign activities include LIVE 
UNITED-The Experience, which will allow high school and college age students an 
opportunity to learn about volunteer service, while utilizing the United Way’s 
Facebook challenge. OPERATION: Weatherization that will send hundreds of 
volunteers into the community on November 1 to work on approximately 30 to 50 
energy inefficient homes of the elderly and low income families; and LIVE UNITED 
School Days at participating schools during October. The final campaign report 
to the community is tentatively scheduled for December.
&lt;/p&gt;
&lt;p&gt;
The Tuesday luncheon is hosted by Anderson 
Rotary Club and underwritten by corporate sponsorships from Community Hospital 
Anderson, First Merchant’s Bank, Saint John’s 
Health System, St.Vincent Mercy Hospital and W.R. Duncan &amp;amp; Son, 
Inc.

 <title>Richardson v. Fowler Jury Trial Begins in Anderson on Tuesday</title>

 <description>&lt;p&gt;
INDIANAPOLIS, IN -  A horrific 
collision on Satterfield Road on April 29, 2005 changed Vanessa Richardson’s 
life forever.  Her bloodied head was smashed through the windshield, 
knocking out several of her front teeth.  Perhaps most compelling, 
Richardson is an epileptic who was in remission at the time, and the 
violent collision triggered the return of epileptic seizures, which 
she has suffered ever since the accident. The defendant in the case 
has admitted liability.    
&lt;/p&gt;
&lt;p&gt;
The 6-person civil jury trial 
is scheduled to being this Tuesday, August 19 at 9:00am in the 
Honorable Jack Brinkman’s Madison Superior 
Court 2.  The trial is expected to last through Thursday, August 
21.

 <title>Two Charged with Trafficking in Separate Incidents</title>

PENDLETON, IN -  Indiana State Police Troopers arrested two suspects for trafficking 
with an inmate at the Pendleton prison this weekend.  On Saturday, 
August 16, at approximately 3:00 p.m., Indiana State Trooper Andrew 
Sparks was dispatched to the Pendleton Correctional Facility and arrested 
Stephanie Lewis, 39, Indianapolis, for trafficking with an inmate.   &lt;br /&gt;
&lt;/p&gt;
&lt;p&gt;
Trooper Richard Clay was dispatched 
to the Correctional Industrial Facility at 3:27 p.m. in a separate incident 
in which he arrested Rebecca Sanchez for trafficking with an inmate.  
Both Lewis and Sanchez were transported to the Madison County Jail and 
incarcerated.

 <title>City of Andersen Dedicates Upgraded  Water Pollution Control Plant Filtration Facilities</title>

cut the ribbon at a ceremony to officially dedicate the upgraded effluent
filter facilities at the Gene Gustin Way Water Pollution Control Plant. 
Members of the Board of Works and City Council, which approved this project to
improve the city’s infrastructure, joined the Mayor
and other guests, including representatives from the design firm Greeley and
Hansen and the contractor M.K. Betts Engineering and Contracting, at the August
6th ceremony.
&lt;/p&gt;
&lt;p&gt;
At the dedication, Mayor Ockomon remarked, “The vital
infrastructure we all depend on every day is something we tend to take for
granted.  I am so pleased to celebrate the completion of this renovation
project, which will improve the safety, ease and reliability of filter operation
and maintenance at our &lt;a rel=&quot;wikipedia&quot; href=&quot;http://en.wikipedia.org/wiki/Water_pollution&quot; title=&quot;Water pollution&quot; class=&quot;zem_slink&quot;&gt;water pollution&lt;/a&gt; control plant and help keep the White River safe and clean.”  He added,
“I’m also pleased to be here to publicly thank the people from the public
works department who are responsible for keeping our treatment systems
functioning and for maintaining our water quality standards.”

&lt;p&gt;
Rehabilitating the
30-year-old effluent filters was determined to be an effective alternative for meeting
state compliance requirements to eliminate the plant’s effluent filter
bypass at a much lower capital cost than building new filter facilities at the
plant. 
&lt;/p&gt;
&lt;p&gt;

part of the $3 million project, which was constructed without a rate increase,
include: converting the water-only filter backwash system to a simultaneous air/water
backwash; using a more effective coarse sand filter media; replacing hydraulic
oil actuators with safer electric actuators; and automating the previously
manual controls for the backwash system. Nara Manor, Plant Superintendent,
said, “This was an important project for the city, because it helped to
alleviate a bottleneck that was impacting the treatment process during heavy
rain events. Even though Mother Nature has given the facility a lot of tests
this spring with all of the rain, I’m happy to say that the upgraded
filters have been able to handle it with no difficulty.”
&lt;/p&gt;
&lt;p&gt;
In addition to
providing greater operational flexibility and reducing maintenance, the
rehabilitated effluent filter facilities will provide more dependable
filtration under both dry and wet weather flow conditions to maintain effluent
quality to meet &lt;a rel=&quot;wikipedia&quot; href=&quot;http://en.wikipedia.org/wiki/Clean_Water_Act&quot; title=&quot;Clean Water Act&quot; class=&quot;zem_slink&quot;&gt;NPDES&lt;/a&gt; permit limits. The upgraded facilities have also

do not sell donated food. Yes, money is paid out, but donated food is not sold. 
The transaction is called a shared maintenance fee, sometimes referred to as a 
handling fee.&lt;/span&gt;

haul it to our central warehouse. Once it is here, we are mandated to store it 
and handle it safely. Then we make it available to these east central 
Indiana 
charities, most often delivering it to their doors.&lt;/span&gt;

have a staff of paid employees, a facility with upkeep and utilities, vehicles

much, much more. This year we will spend $900,000 helping local charities feed 
needy neighbors. &lt;/span&gt;

of the return. We are on track to distribute 4.2 million pounds of food and 
product by the end of 2008. The average wholesale value of this inventory will 
be more than $6 million! Now back to that handling fee. The cap is set by our 
national office, Feeding America. They are advised by the IRS. The fee cannot be 
related to the value of the food. The fee was just increased by a penny and is 
now capped at 19 cents per pound.&lt;/span&gt;
&lt;/p&gt;

programs are hard pressed to come up with enough money to cover a fourth of the 
approved fee. It falls on Second Harvest to raise the 
rest.&lt;/span&gt;

centralized warehouse and a centralized fundraising function. Just as a food 
donor finds it most efficient to donate to one entity which disperses the 
product, a funding organization can do the same. United Way has often chosen 
that path. By funding Second Harvest, they are supporting local charities that 
reach out with food assistance to low-income residents throughout their county.

regional food bank (that would be Second Harvest here in east central Indiana).

 <title>Second Harvest: Hunger Action Month</title>

September is Hunger Action Month. 
How are you planning to participate? Food drive? Fundraising? Volunteering? 
Guest speaker? It would be a great time to involve your business, church, 
family, club or service organization in an activity that addresses 
hunger.
&lt;/p&gt;
&lt;p style=&quot;margin: 0in 0in 0pt&quot;&gt;
&amp;nbsp;
&lt;/p&gt;
&lt;p style=&quot;margin: 0in 0in 0pt&quot;&gt;
Feeding America, formerly America’s Second 
Harvest, has organized Hunger Awareness Day for years. Here in east central 
Indiana, Second Harvest Food Bank did region wide Tailgate Program distributions 
in each county to bring awareness to the issue of hunger.
&lt;/p&gt;
&lt;p style=&quot;margin: 0in 0in 0pt&quot;&gt;
&amp;nbsp;
&lt;/p&gt;
&lt;p style=&quot;margin: 0in 0in 0pt&quot;&gt;
Hunger in America and here in east central Indiana is not easily 
recognized. You may see someone ahead of you in the grocery line using food 
stamps. Your church or community organization may sponsor a food pantry or a 
soup kitchen. Even so, you may not know that 23,538 households in Blackford, Delaware, 
Grant, Henry, Jay, Madison, Randolph and Wabash 
counties spent $5.5 million in food stamps last month in an effort to feed 
themselves and their children. You may not realize that 9,700 of your neighbors 
in these eight counties ate food from a food pantry or soup kitchen last week 
and that 35 percent were under the age of 18.
&lt;/p&gt;
&lt;p style=&quot;margin: 0in 0in 0pt&quot;&gt;
&amp;nbsp;
&lt;/p&gt;
&lt;p style=&quot;margin: 0in 0in 0pt&quot;&gt;
Second Harvest Food Bank’s Tailgate 
Program has opened eyes in each of these counties. When residents in need line 
up 100 cars deep to wait for food assistance, others in the community take note. 
Many are shocked. They report back to us that they just did not know that so 
many in their town were struggling to make ends meet. Area pantries have 
provided food assistance for years. They have done so behind closed doors. The 
Tailgate Program held in an open-air venue certainly tells the tale of 
need.
&lt;/p&gt;
&lt;p style=&quot;margin: 0in 0in 0pt&quot;&gt;
&amp;nbsp;
&lt;/p&gt;
&lt;p style=&quot;margin: 0in 0in 0pt&quot;&gt;
This year we are being challenged to 
take action. Awareness is critical but hunger is a problem that calls for 
immediate action. This year we want you to do something about it during the 
month of September.

3. Skip Lunch for Hunger — donate

to support the fight against hunger. To do this at work you might distribute 
copies of the menu from a popular lunch location near the office and have 
employees donate the cost of the item they would have ordered for 
lunch.
&lt;/p&gt;

&lt;/p&gt;

4. Hold a Non-Event — there is 
nothing better than a function you do not have to attend. You are asking 
participants to be part of the fight against hunger by not coming to your 
function and making a donation to feed hungry Americans instead. This idea can 
be done with business meetings, dinners, auctions, golf tournaments, costume 
contests, 5K run/walk, all that never actually happen!

5. Jeans Days — If your office has a

or Casual Dress Days or month. Ask your employees to pay $5 per day for the 
opportunity to wear their jeans to work. Donate the proceeds to help feed hungry 
Americans.

I know this is only a start. There

nurturing childcare, responsible eldercare are all components to 
self-sufficiency. As our communities work toward these necessary 
accomplishments, we must ensure that our neighbors have enough to eat. Please 
reach out. Take action. Raise your voice against hunger.

 <title>Nestlé to Expand Operations in Anderson</title>

ANDERSON, IN - Governor Mitch Daniels joined executives from Nestlé USA
today to announce the company&#039;s plans to expand its 880,000
square-foot beverage production facility here, creating nearly 135
new jobs by 2011.
&lt;/p&gt;
&lt;p&gt;
The company, which is on track to begin full
production at the central Indiana
facility later this year, will invest $200 million to add
additional beverage production and distribution capacity at the
190-acre site located approximately 45 miles northeast of Indianapolis.
&lt;/p&gt;
&lt;p&gt;
&amp;quot;Nestle is making an even bigger commitment
to Anderson and to Indiana. The company had a
resounding response from Hoosiers who want to work at the new
Anderson plant, and now before it even opens, the company is
choosing to invest again in the facility and create new jobs for
Hoosiers,&amp;quot; said Daniels.
&lt;/p&gt;
&lt;p&gt;
The expansion comes two years after the company
initially announced plans to site its $359 million Nestlé Nesquik
Ready-to-Drink and Nestlé Coffee-mate Liquid manufacturing and
distribution center in the Indiana
city.  As part of the latest expansion, the company will hire
engineering staff, technical support specialists, production
associates and warehouse staff.
&lt;/p&gt;
&lt;p&gt;
&amp;quot;We&#039;re very excited to be expanding in Anderson,&amp;quot;
said Michael Strong, factory and facility manager, Nestlé
Anderson.  &amp;quot;We are deeply appreciative to the State of Indiana and the City of Anderson for working with us
during the evaluation period and making this announcement
possible.&amp;quot;  
&lt;/p&gt;
&lt;p&gt;
The Anderson, Ind. facility is one of 51 manufacturing
operations and six distribution centers the company operates in the
United States. 
A subsidiary of Vevey, Switzerland-based Nestlé S.A., Nestlé USA
employs more than 14,000 across the country.  
&lt;/p&gt;
&lt;p&gt;
The Indiana Economic Development Corporation
offered Nestlé USA
up to $1.325 million in performance-based tax credits and up to
$50,000 in training grants based upon the company&#039;s job creation
plans.  The state will also fund improvements to roads serving
the expanded facility, including the nearby I-69 interchange. 
The city of Anderson
will provide the company with property tax abatement, construct two
water towers to accommodate the increased demand from the facility
and assist the company in recruiting new employees.
&lt;/p&gt;
&lt;p&gt;
&amp;quot;The community is using its utility capacity
and skilled workforce to fill the needs of today&#039;s high growth
companies.  We are thrilled with Nestlé&#039;s expansion and the
jobs and investment it represents,&amp;quot; said Anderson Mayor Kris
Ockomon.
&lt;/p&gt;
&lt;p&gt;
Nestle&#039;s
decision to expand its beverage-making operation in central Indiana is
the fourth major investment in the state by the company since July
2006.  In August 2007, Nestle Waters North America announced
plans to locate a new Nestle Pure Life brand water bottling
operation in the central Indiana
city of Greenwood,
creating more than 60 new jobs. That announcement followed a June
2007 decision by the company to invest more than $30 million in its
Dreyer&#039;s Grand Ice Cream® facility in Fort Wayne, creating 68 new
jobs.  In July 2006, Nestlé® announced its plans to build a
combined production and distribution facility in Anderson for its Nestlé® Nesquik®
Ready-to-Drink and Nestle® Coffee-Mate® products.

ANDERSON, IN - Richard Mort and the Mort Family have been selected by Mayor
Kris Ockomon as recipients of the Chief Anderson award, the highest honor bestowed
by the City of Anderson. 
The Chief Anderson award recognizes extraordinary leadership that serves to
positively impact Anderson’s
future.  
&lt;/p&gt;
&lt;p&gt;
“Mr. Mort and his family were
instrumental in shepherding development to the Southern edge of Anderson, beginning with
the location of Interstate 69, and continuing even today with the announcement
of Nestlé’s expansion,” Mayor
Ockomon explained.
&lt;/p&gt;
&lt;p&gt;
Mort lives and does business along the corporate
boundary between Anderson and Pendleton; an area which has undergone extreme
change in recent years due to development along the I-69 corridor. 
Changing corporate boundaries and development patterns could make this area
ripe for controversy, but Mr. Mort has served as a leader, peacemaker, and
respected advisor to others in the area who are grappling with the changes
brought about by economic development projects at The Flagship and continuing
to the west.  
&lt;/p&gt;
&lt;p&gt;
Ockomon added, “Mr. Mort combines business
acumen with the quiet, honest leadership that holds projects together. 
Many of Indiana’s
economic development projects are won or lost with the grassroots farm families
of our rural areas, frequently led by people like Mr. Mort who have a long
range view of community betterment and the respect of their peers which give
them the direction and the ability to lead.” 
&lt;/p&gt;
&lt;p&gt;
Mr. Mort and his wife Ellen, now deceased, were
the largest landowners in the area where Nestle today announced a 180 million
dollar expansion project to its $369 million dollar facility.  Mary
Starkey, friend of the Mort Family and director of the Corporation for Economic
Development during the Nestle project, said, “The local project team was
comprised of over 100 individuals from all walks of life, and Mr. Mort was
chief among them.  Unquestionably, that project could not have happened in
Anderson
without the patience and commitment shown by Mr. Mort and his wife, Ellen, who
trusted in the vision of a successfully transitioning economy and who shared
that trust and vision with others.”    
&lt;/p&gt;
&lt;p&gt;
The Chief Anderson award is a cast bronze work of
art created by local artist Ken Ryden.  Some past recipients of the Chief
Anderson award are: Chuck Staley, Thomas McMahan, Bill McCarty, Ray McCaslin,
Norma Schlossberg, Bill Hardacre, and Bill and Gloria Gaither.

 <title>State Police K-9 Alerts on Large Amount of Cocaine in Anderson</title>

ANDERSON, IN - Indiana State Police Trooper Kendrick Donald’s K-9 &amp;quot;Murtaugh,&amp;quot; 
who took to the streets in June, assisted the Anderson Police Department 
on Friday, August 8th with a large cocaine arrest.  
&lt;/p&gt;
&lt;p&gt;
Murtaugh alerted on a U-storage bin in the 3700 block of MLK in Anderson.  
The amount of drugs located by Murtaugh was 275 grams of crack cocaine, 
and 235 grams of cocaine.  Officers also recovered $2000 in currency, 
one handgun, and two ballistic vests.   &lt;br /&gt;
&lt;/p&gt;
&lt;p&gt;
Murtaugh is one of 27 Indiana 
State Police K-9’s utilized throughout the state. Each Indiana State 
Police K-9 is trained in drug detection, tracking, evidence searches, 
building searches, and controlled aggression.
