 <title>SAT scores flat in Indiana, nationwide</title>

 <description>&lt;p&gt;&lt;em&gt;State calls upon students to take rigorous courses seriously, urges schools to ensure rigorous curriculum and instruction&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;INDIANAPOLIS, IN &lt;/strong&gt;- SAT results released today revealed that scores for the high school class of 2008 remained relatively flat both nationally and in Indiana compared to a year ago. Indiana&amp;rsquo;s average score on the college entrance exam showed a one-point gain in math (508), a one-point drop in reading (496) and a two-point decrease in writing (481) for a combined score of 1485 (1487 in 2007). Nationally, average scores remained unchanged across the board in math (515), reading (502) and writing (494) for a combined score of 1511.&amp;nbsp;&lt;!--break--&gt;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Students who take advantage of challenging courses and related preparation opportunities perform better on the SAT and in college,&amp;rdquo; Superintendent of Public Instruction Dr. Suellen Reed said. &amp;ldquo;Indiana has made this a priority by requiring our rigorous Core 40 curriculum for all students, paying PSAT fees for all 10th graders, providing students customized SAT study plans and offering workshops to help educators analyze their students&amp;rsquo; test results.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Now the challenge is two-fold: students must take these opportunities seriously, and schools must use test data in making improvements to their curriculum and instructional practices.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Performance gap narrows&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The recent SAT results disrupt Indiana&amp;rsquo;s long-running trend of steady progress on the test for more than two decades. Despite the current decline, Indiana has gained 32 points since 1990 and narrowed the performance gap with the nation from 29 points to 13 points over that period.&lt;/p&gt;
&lt;p&gt;Indiana&amp;rsquo;s average SAT score continues to trail the national average, which is primarily attributed to a greater proportion of Hoosier students taking the SAT (62 percent) than the U.S. as a whole (45 percent). SAT participation rates vary greatly from state-to-state &amp;ndash; ranging from a high of 87 percent to a low of 3 percent &amp;ndash; with scores generally decreasing as testing populations increase. Indiana ranks 10th out of the 22 states that test over 50 percent of their students (combined math and reading).&lt;/p&gt;
&lt;p&gt;In contrast to Indiana&amp;rsquo;s SAT participation rate, about 22 percent of Hoosier students take the ACT, the nation&amp;rsquo;s other prominent college entrance exam. Indiana students scored above the national average on the ACT for the 18th consecutive year in 2008.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Preparation makes the difference&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Indiana seniors taking academic &amp;ldquo;core&amp;rdquo; courses scored higher on the SAT in 2008 than those taking &amp;ldquo;non-core&amp;rdquo; courses. Hoosier seniors taking &amp;ldquo;core&amp;rdquo; courses recorded SAT scores of 516 in math, 504 in reading and 489 in writing. Conversely, SAT scores for Indiana seniors who took &amp;ldquo;non- core&amp;rdquo; classes scored 472, 482 and 456 respectively. The &amp;ldquo;core&amp;rdquo; curriculum outlined by SAT &amp;ndash; four years or more of study in English and three years or more in mathematics, science and social science &amp;ndash; corresponds very closely with Indiana&amp;rsquo;s Core 40 curriculum.&lt;/p&gt;
&lt;p&gt;Additionally, Indiana students who took both the SAT and the PSAT earned average scores of 545 in math, 533 in reading and 521 in writing.&amp;nbsp;These students vastly outperformed their peers who did not take both exams: 463 in math, 455 in reading and 435 in writing.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;We cannot discount the role of student accountability in improving Indiana&amp;rsquo;s SAT scores,&amp;rdquo; Reed said. &amp;ldquo;Students are responsible for taking advantage of the opportunities available to them, and parents must provide the essential support at home that ensures students succeed.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Better preparation through Core 40&lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The state&amp;rsquo;s Core 40 curriculum became a graduation requirement for all incoming high school freshmen beginning in fall 2007. To graduate with less than Core 40, the student, the student&amp;rsquo;s parent or guardian and the student&amp;rsquo;s counselor (or another staff member who assists students in course selection) must meet to discuss the student&amp;rsquo;s progress and review the student&amp;rsquo;s career and course plan. The legislation also made Core 40 a minimum college admission requirement for the state&amp;rsquo;s public four-year universities beginning in fall 2011. Additionally, students must complete the Core 40 track to be eligible for higher education awards and scholarships.&lt;/p&gt;
&lt;p&gt;National studies have shown that completing a rigorous course of academic study in high school is the best preparation for college and workforce success. Since Core 40 was established in 1994, the number of Indiana students completing the curriculum has continued to increase. More than 70 percent of Indiana&amp;rsquo;s graduating students earned a Core 40 or Academic Honors Diploma last year.&lt;/p&gt;

 <title>Indiana State Police Arrest Huntington Man on Sexual Misconduct Charge</title>

 <description>&lt;p&gt;&lt;strong&gt;WHITLEY COUNTY, IN -&lt;/strong&gt; Indiana State Police Detectives from  the Criminal Investigations Division of the Fort Wayne Post have arrested  a Huntington man on a charge of sexual misconduct with a minor.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;!--break--&gt;&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;On Monday, August 25, 2008,  the Criminal Investigations Division received information that a teen-aged  victim had been engaged in sexual contact with a person over the age  of 18, who also happens to be a police officer.&amp;nbsp; Detective Matt  Collins was assigned to locate the victim and investigate the allegations.&amp;nbsp; &amp;nbsp;&lt;/p&gt;
&lt;p&gt;Once the identity of both the  victim and the suspect were ascertained, Detective Mark Heffelfinger  was assigned to continue with the investigation.&amp;nbsp; A special prosecutor  was requested by the Huntington County Prosecutor&amp;rsquo;s Office and Whitley  County Chief Deputy Prosecutor D.J. Sigler, Jr. was appointed to fill  that role in this case.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;On Wednesday, August 27, 2008,  Detective Heffelfinger arrested William C. Wike, Jr. (41), an eight  year veteran of the Huntington Police Department on a charge of sexual  misconduct with a minor, which is a Class C Felony.&amp;nbsp; Wike was incarcerated  at the Whitley County Jail.&amp;nbsp;&lt;/p&gt;

 <title>New and Updated Indiana Voter Registrations Surpass 500,000 in 2008</title>

&lt;p&gt;&lt;strong&gt;INDIANAPOLIS, IN - &lt;/strong&gt;Indiana Secretary of State Todd Rokita announced today that so far in 2008, more than a half million Hoosiers have either registered to vote for the first time or updated their existing voter registration records. The total number of eligible voters registered in Indiana is now nearly 4.4 million with six weeks remaining until the October 6 voter registration deadline.&lt;!--break--&gt;&lt;/p&gt;
&lt;p&gt;&amp;quot;Hoosiers are eager to participate in what could be the biggest Election Day in our nation&#039;s history in terms of turnout,&amp;quot; said Secretary Rokita. &amp;quot;With our state-of-the-art Statewide Voter Registration System and the collaboration between local and state election officials, Indiana and its 92 counties are well-equipped to handle the influx of voters and to conduct a secure and successful 2008 election.&amp;quot;&lt;/p&gt;
&lt;p&gt;Secretary Rokita recommends any voter unsure about the status of his or her registration or polling place should visit &lt;a target=&quot;_blank&quot; href=&quot;http://www.indianavoters.com/&quot;&gt;www.indianavoters.com&lt;/a&gt; or call (866) IN-1-VOTE. &lt;p&gt;This week, Secretary Rokita also begins a statewide tour to include stops in more than 40 Indiana counties between now and Election Day. He will meet with voters, local election officials, civic organizations and others to discuss Indiana&#039;s efforts to prepare for the election, recent reforms in the election process and the important things voters will need to know in order to register to vote and navigate the polls on Election Day.&lt;/p&gt;

 <title>State Police Arrest Two for Vehicle Theft near Pendleton</title>

 <description>&lt;p&gt;&lt;strong&gt;PENDLETON, IN -&amp;nbsp;&lt;/strong&gt; Today at 7:30 a.m., Indiana State Police Sergeant  Raymond Poole stopped to check on a disabled vehicle on Interstate 69  near the Pendleton Exit.&amp;nbsp; The occupants of the vehicle advised  Sergeant Poole they were having engine problems.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;A check of their  license plate revealed that the vehicle had been stolen out of the Indianapolis  area sometime last night. The vehicle reported stolen was a 1994 Ford.&lt;/p&gt;
&lt;p&gt;Sergeant Poole arrested the two occupants without incident.&amp;nbsp; They  were transported to the Madison County Jail and incarcerated. &amp;nbsp;&lt;!--break--&gt;&lt;/p&gt;

 <title>Victim of Early Morning East Side Crash Identified</title>

 <description>&lt;p&gt;&lt;strong&gt;INDIANAPOLIS, IN - &lt;/strong&gt;The driver and sole occupant of the 2003 Ford Mustang involved in the three vehicle crash shortly after 2:00 a.m. this morning has been identified as Amber Hurst, 22, of Greenfield, Indiana and her immediate family has been notified.&amp;nbsp; The crash occurred on southbound I-465 near the 40 mile marker on the east side of Indianapolis and involved Hurst&#039;s Mustang and two semi-tractor trailers.&lt;!--break--&gt;&lt;/p&gt;
&lt;p&gt;Preliminary investigation has determined Hurst was driving her silver 2003 Ford Mustang southbound in the left lane of I-465 near the 40 mile-marker lane when her vehicle struck the rear end of a green 2007 Peterbuilt tractor trailer being driven by Charles L. Dixon, 43, of Richwood, OH.&amp;nbsp; After striking Dixon&#039;s semi Hurst&#039;s vehicle swerved right and struck a gray 2003 Freightliner tractor trailer being driven by Christopher D. Henderson, 33, of Indianapolis, IN.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;After the second impact Hurst&#039;s vehicle rolled over and Hurst, who was not wearing her seatbelt, was ejected from the vehicle.&amp;nbsp; She was pronounced dead at the scene by Deputy Coroner M. Willis of the Marion County Coroner&#039;s Office.&amp;nbsp; Dixon and Henderson were wearing seatbelts and were not injured.&amp;nbsp; All southbound lanes of I-465 were closed for approximately three hours while officers investigated the crash.&lt;/p&gt;

 <title>Indiana State Police Labor Day Patrols</title>

 <description>&lt;p&gt;&lt;strong&gt;PENDLETON, IN -&amp;nbsp;&lt;/strong&gt; Lieutenant Clint Bundy, Commander of the Pendleton Post, asked every  motorist to do their part to make our roadways safe during this upcoming  holiday weekend.&amp;nbsp; During the Labor Day Holiday last year 11 motorists  were killed in crashes in Indiana.&amp;nbsp;&lt;!--break--&gt;&lt;/p&gt;
&lt;p&gt;To help ensure the safety of  everyone during this holiday period, Indiana State Police will be participating  in Operation C.A.R.E. (Combined Accident Reduction Effort) and Operation  Pull Over from Friday, August 29, through Monday, September 1.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;To conduct these special traffic safety initiatives, over 150 additional  troopers will be patrolling area roadways in marked and unmarked patrol  vehicles.&amp;nbsp; Troopers will be specifically looking for drivers who  are drinking and driving, speeding, following too closely, and driving  aggressively.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Troopers will aggressively enforce all seat belt  and child restraint violations.&amp;nbsp; Motor Carrier Inspectors and troopers  trained to enforce the Federal Motor Carrier Safety Regulations will  also be working during the holiday period with their focus being on  commercial motor vehicle violations. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Indiana State Police encourage  all motorists to observe the following safety tips:&lt;/strong&gt;&lt;/p&gt;
&lt;ul type=&quot;disc&quot;&gt;
&lt;li&gt;Make sure you are    well rested before traveling.&lt;/li&gt;
&lt;li&gt;Make sure everyone    is buckled up.&lt;/li&gt;
&lt;li&gt;Motorists should    be buckled up in all vehicles. (Front and Back Seats)&lt;/li&gt;
&lt;li&gt;Don&amp;rsquo;t tailgate.&amp;nbsp;    Remember the two-second rule when following other vehicles.&lt;/li&gt;
&lt;li&gt;Obey all traffic    signals and speed limits.&lt;/li&gt;
&lt;li&gt;Don&amp;rsquo;t drink and    drive.&lt;/li&gt;

 <title>Review of Privatization Contracts Needed</title>

&lt;/p&gt;
&lt;p&gt;
When
Mitch Daniels first ran for Governor four years ago, he promised to
stop the practice of state government hiring contractors from other
states and countries to do work that Hoosiers could perform. He also
pledged to keep more of our tax dollars in Indiana.&lt;br /&gt;
&lt;br /&gt;
However, as
Governor, he has done exactly the opposite - privatizing and
outsourcing billions of dollars in state government assets and services
to foreign and out-of-state corporations.&lt;br /&gt;
&lt;br /&gt;
Governor Daniels has
outsourced numerous state government responsibilities including the
determination of welfare benefits, food stamps and Medicaid; the
operation of a state prison; as well as various functions of the
Indiana Departments of Workforce Development, Natural Resources and
Administration.&lt;br /&gt;
&lt;br /&gt;
And, who can forget his 75-year lease of the
Indiana Toll Road to a foreign consortium? That private business will
recoup its investment in 15-20 years, while Hoosiers lose out on income
for the next 50 years.&lt;br /&gt;
&lt;br /&gt;
Governor Daniels argues that
privatization saves money and creates efficiencies - but to date, he
has been unable to show us any proof. In fact, we all know his efforts
have lead to dismal upkeep of state property, poor customer service,
unnecessary denial of services, a riot at the New Castle Prison, and
the federal government stepping in to halt the rollout of a privatized
program.&lt;br /&gt;
&lt;br /&gt;
How is this better than before? How has any of this saved money or created new efficiencies? &lt;br /&gt;
&lt;br /&gt;
The answers to these questions are unclear.&lt;br /&gt;
&lt;br /&gt;
It
is for that reason that Jill and I oppose privatizing essential
government services in the future. We don&#039;t believe it is right to tie
the hands of generations of Hoosiers to come - and that&#039;s why we are
calling for a complete review of all state contracts that have been
privatized or outsourced in recent years.  &lt;br /&gt;
&lt;br /&gt;
As Governor Jill
will appoint a bi-partisan committee of Hoosiers from the business,
labor, education, social service and government sectors to examine all
state contracts and evaluate their effectiveness and cost savings. She
has asked that I chair this committee and that we make recommendations
to her on continuing or canceling existing agreements within the first
100 days of our administration.&lt;br /&gt;
&lt;br /&gt;
Like most Hoosiers, Jill and I
think it is time to take another look at these contracts and the
performance of these vendors. As Indiana&#039;s next Governor and Lieutenant
Governor, Jill and I will carefully scrutinize each of them to find
ways that we can demand better service or cancel agreements that just
don&#039;t make sense for Hoosier taxpayers.&lt;br /&gt;
&lt;br /&gt;
We are committed to
rebuilding Indiana&#039;s struggling economy, while making sure state
government is operating effectively and efficiently; that it is truly
serving the people who are paying for it; and that we are using our
precious tax dollars in the best ways possible to create good-paying
jobs and new economic opportunities for all Hoosiers.

&lt;p&gt;Blues Bros. Car Wash is donating the use of its facility, which utilizes environmentally-friendly soaps and processes.&lt;/p&gt;
&lt;p&gt;&amp;quot;IDEM is committed to improving water quality throughout the state,&amp;quot; said Thomas Easterly, IDEM commissioner. &amp;quot;Each of us can reduce nonpoint source pollution and contribute to improving water quality by making small changes, such as washing the car in the grass or at a car wash facility instead of on a driveway or parking lot.&amp;quot;&lt;/p&gt;
&lt;p&gt;Everyday activities can leave contaminants on the ground, which get swept into lakes, rivers and storm sewers by water. Nonpoint source pollution is the leading cause of impaired water quality throughout the country, and it affects aquatic ecosystems and wildlife.&lt;/p&gt;
&lt;p&gt;Hoosiers can reduce their nonpoint source pollution by using phosphorous-free fertilizer; watering lawns sparingly; cleaning up animal waste; absorbing oil, antifreeze and grease spills with sawdust; and disposing of trash properly.&lt;/p&gt;

 <title>Making Good Schools Great: State Offers New Tools for Educators</title>

More than 1 million students across Indiana
head back to school this month to begin another year of their K-12 education.
Some will be going to school for the first time while others will be anxiously
looking forward to graduating this spring and heading off to college next year.
&lt;/p&gt;
&lt;!--break--&gt;
&lt;p&gt;
At the same time, far too many Hoosiers will
start school already trailing behind their peers. Many will find themselves
struggling to catch up and some will become so frustrated with their perceived
inability to succeed that they will drop out before earning a high school
diploma.
&lt;/p&gt;
&lt;p&gt;
The challenges we face in education today
are as numerous as they are apparent: rising poverty, increased language
barriers, scarce resources and limited access to technology in many homes and
classrooms, to name but a few. Though we can not underestimate these obstacles,
we are not helpless in overcoming them either.
&lt;/p&gt;
&lt;p&gt;
With that in mind, the Indiana Department of
Education (IDOE) continues to press hard to meet these challenges head on. To
support efforts at the local level, we are putting several new initiatives in
place this fall that help teachers prioritize their efforts in the classroom,
pinpoint exactly when and where students are falling behind and focus our
reform efforts around those schools that consistently struggle to perform.
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;Teaching what’s most
important&lt;/strong&gt;
&lt;/p&gt;
&lt;p&gt;
Indiana’s Academic Standards for
English/language arts, math, science and social studies are widely recognized
as among the best in the nation for setting rigorous and clear expectations for
student learning. However, Indiana teachers have expressed a need for a more
manageable set of concepts that emphasize the “big ideas” in each
content area and grade level. We responded by developing Indiana’s Core
Standards (&lt;a href=&quot;http://www.doe.in.gov/standards&quot; target=&quot;_blank&quot;&gt;www.doe.in.gov/standards&lt;/a&gt;).
The Core Standards highlight the essential skills, so teachers can focus their
efforts on ensuring students are prepared to advance to the next grade level.
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;Identifying student needs
early&lt;/strong&gt;
&lt;/p&gt;
&lt;p&gt;
Since the introduction of the Indiana Statewide
Testing for Educational Progress-Plus (ISTEP+), we have advocated for a
comprehensive assessment system that not only tests what students know, but
offers opportunities to check student progress before the high-stakes ISTEP+.
This year, through advances in technology and a new state-negotiated testing
contract, we are finally in a position to make that happen.
&lt;/p&gt;
&lt;p&gt;
Starting with approximately 240,000 Hoosier students at nearly 600 local
schools this fall, new computer-based teaching tools will give students in
grades K-8 mini learning checkups as subjects are taught. By offering instant
feedback on student progress, these resources can predict whether students are
on track to pass ISTEP+ and potentially save taxpayers millions of dollars
through reduced remediation costs and special education referrals. The new tools are
part of a comprehensive testing plan for Indiana that also includes moving
ISTEP+ from the fall to the spring (grades 3-8) and replacing the current
Graduation Qualifying Exam (GQE) with Algebra I and English 10 exams taken by
students when they complete the corresponding course.
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;Supporting struggling
schools&lt;/strong&gt;
&lt;/p&gt;
&lt;p&gt;
Under the federal No Child Left Behind Act, states
are required to evaluate whether schools are making Adequate Yearly Progress
(AYP) based largely on student test results. Public Title I schools that
consistently fail to make AYP face a series of progressive consequences
depending on the number of consecutive years improvement does not occur.
However, states have been required to provide the same level of interventions
to these schools regardless of how far they fell short of meeting their
performance goals. In a world of limited time and resources, that just simply
is not the best approach. 
&lt;/p&gt;
&lt;p&gt;
That’s why we were so pleased that Indiana
was selected as one of six states to pilot a new Differentiated Accountability Program
that targets assistance to under-performing schools based on their level of
need. Under the new federal pilot, we will provide those Title I schools in
most need of major reform with more help sooner, such as hiring full-time
literacy and math coaches, participating in the state’s reading and math
academies, working with state support teams and training on how to use our new
computer-based diagnostic assessment tools. Those schools that still do not
improve will face significant restructuring actions that include such steps as
replacing the school principal or other staff, extending the school day or
year, closing the school and reopening as a charter school and contracting with
a private management company to run the school.
&lt;/p&gt;
&lt;p&gt;
&lt;strong&gt;Connecting communities and schools&lt;/strong&gt;
&lt;/p&gt;
&lt;p&gt;
While we are optimistic about the impact these
steps will make in Indiana schools, we recognize that truly meaningful change
only takes place when local community members get involved. Having children in
school now is not a requirement for doing your part. 
&lt;/p&gt;
&lt;p&gt;
Every Hoosier should visit a school and offer to
volunteer to read to a class, ask teachers about their classroom needs or just
talk to students about how they are doing in school. One can never
underestimate the incredible difference even a single committed adult can make
in a young person’s life. That is what it will take to make our students,
our schools and our state not just good – but great.

 <title>New name, new logo for AAF ECI</title>

 <description>&lt;p&gt;&lt;strong&gt;MUNCIE, IN -&lt;/strong&gt; The Advertising Federation  of East Central Indiana recently adopted a name change. The organizations  new name, American Advertising Federation East Central Indiana was adopted  by the board to better align itself with AAF&amp;mdash;the American Advertising  Federation headquartered in Washington D.C. On August 7, 2008 at a membership  meeting, the board&amp;rsquo;s proposal to change the name was presented and  the vote was unanimous to make the change.&lt;!--break--&gt;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;We wanted to establish a  long-term vision for the American Advertising Federation ECI by defining  and communicating a clear, compelling identity for the marketing environment  of East Central Indiana,&amp;rdquo; said, Allison Robbins, account manager,  Joseph David Advertising and AAF District 6th District Liaison.&lt;/p&gt;
&lt;p&gt;Upon  the adoption of the name change the Communications Committee set out  to establish a new brand identity for organization incorporating the  name change. Several designers, who are members of the AAF ECI were  invited to submit design ideas.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Designers were asked to create an  effective brand identity making a positive first impression, one that  could be easily remembered and would enhance current perceptions and  credibility with members and the community,&amp;rdquo; said Eva Lantz, chairman,  Communications Chair and board member AAF ECI.&lt;/p&gt;
&lt;p&gt;A design by Kelli Campbell,  graphic designer for Cardinal Health System, was chosen.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;We are thrilled  with the new design and are in the process of implementing the brand  identity through all levels of print, media and web use,&amp;rdquo; said Lantz.&lt;/p&gt;
&lt;p&gt;The new brand for AAF ECI reflects  the very essence of its mission statement: The American Advertising  Federation East Central Indiana is a professional not-for-profit, business  league comprised of advertising, public relations, marketing and other  communications industry professionals whose mission is to connect members  to other advertising industry professionals and resources; to encourage  support and recognize members in their quest to create the very best  in advertising, and to inspire young professionals to enter the advertising  profession.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;AAF ECI provides value to its  members and community by:&lt;/p&gt;
&lt;ul type=&quot;disc&quot;&gt;
&lt;li&gt;Promoting greater    effectiveness in the use of advertising.&lt;/li&gt;

&lt;li&gt;Developing a better    understanding of the role and benefits of advertising among governmental    authorities, the consuming public, and in schools, universities and    to encourage and to assist the best students to enter the field of advertising.&lt;/li&gt;

 <title>Rochester Man Arrested After Fleeing Trooper</title>

 <description>&lt;p&gt;&lt;strong&gt;WABASH COUNTY, IN -&lt;/strong&gt; Friday, August 22, 2008, at approximately 12:29 a.m., Donald Raymond Lewis,  52, of Rochester, IN, was arrested by Indiana State Trooper Cicely Gasvoda  after he tried to flee, on foot, from a traffic stop on U.S. 24 near  County Road 700 West. He was incarcerated in the Wabash County Jail  to face misdemeanor charges of resisting arrest, operating a vehicle  while intoxicated, false informing, and driving with a suspended operator&amp;rsquo;s  license. His bond is set at $11,000.&amp;nbsp;&lt;!--break--&gt;&lt;/p&gt;
&lt;p&gt;At approximately 12:24 a.m.,  Miami County Central Dispatch alerted officers to a green Dodge passenger  car traveling eastbound in the westbound lanes of U.S. 24 approaching  Wabash County. Approximately two minutes after the dispatch, Trooper  Gasvoda located the Dodge which had switched to the eastbound lanes  of U.S. 24, but was exceeding the posted 60 miles per hour speed limit.&lt;/p&gt;
&lt;p&gt;She initiated a traffic stop and made contact with Lewis who was driving.  He did not have a driver&amp;rsquo;s license or any identification in his possession.  He provided Trooper Gasvoda with his alleged identifying information.&lt;/p&gt;
&lt;p&gt;As Trooper Gasvoda returned to her police car to run a computer check  in an attempt to verify the information provided by Lewis, he emerged  from his vehicle and fled on foot. After a short foot chase, Gasvoda  and a Wabash County sheriff&amp;rsquo;s deputy took Lewis into custody.&lt;/p&gt;
&lt;p&gt;Further  investigation revealed he was allegedly driving on a suspended license  and operating a vehicle while intoxicated. He also purportedly provided  false identifying information during the traffic stop.&lt;/p&gt;
&lt;p&gt;Citizens are encouraged to  report impaired or aggressive drivers by calling 911. Give a vehicle  description and directional of travel. Never follow an impaired or aggressive  driver.&lt;/p&gt;

 <title>Reed Announces 2009 Teacher of the Year Finalists</title>

 <description>&lt;p&gt;&lt;strong&gt;INDIANAPOLIS, IN - &lt;/strong&gt;On Friday, August 22, 2008, Superintendent of Public Instruction Dr. Suellen Reed announced 10 finalists for Indiana&amp;rsquo;s 2009 Teacher of the Year program, which recognizes outstanding teachers from the state&amp;rsquo;s public and accredited nonpublic schools.&lt;!--break--&gt;&lt;!--break--&gt;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Teachers are working hard every day to improve student achievement,&amp;rdquo; Dr. Reed said. &amp;ldquo;These 10 individuals are among our best and the brightest, and their hard work and dedication represent a fitting tribute to the profession.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;The Teacher of the Year program is open to all licensed classroom teachers who intend to remain active in the teaching field. Nominations for the program are requested each year from all local school superintendents and accredited nonpublic school officials.&lt;/p&gt;
&lt;p&gt;School officials are asked to nominate one teacher by submitting a portfolio in which the teacher&#039;s exceptional qualities and accomplishments are described by current and former students, colleagues, supervisors and friends from their communities.&lt;/p&gt;
&lt;p&gt;Local school superintendents nominated 63 public and nonpublic educators as the 2009 Indiana Teacher of the Year. All nominees will be honored November 5, 2008, at the Hilton Indianapolis North at a dinner hosted by the Indiana Department of Education and the program&#039;s corporate sponsors &amp;ndash; Indiana Farm Bureau, Inc. and the Farm Bureau Insurance Companies.&lt;/p&gt;
&lt;p&gt;The 10 finalists were selected based on criteria that include a concern for students, the ability to inspire learning and an ability and willingness to work cooperatively with colleagues. Each of the finalists will be interviewed on Tuesday, September 2, 2008 by a committee comprised of Indiana Department of Education personnel as well as external community and education leaders &amp;ndash; including former teachers of the year.&lt;/p&gt;
&lt;p&gt;The winner, who will be announced in mid-to-late September, will represent Indiana at the national Teacher of the Year competition in Washington, D.C., in the spring and receive prizes including $1,000 and a portfolio from Indiana Farm Bureau, Inc., Farm Bureau Insurance Sabbatical/Higher Education Scholarship Opportunities, a framed certificate and an Indiana Teacher of the Year pin and ring.&lt;/p&gt;

 <title>Indiana Legislative Youth Advisory Council gives  Hoosier students voice in state policymaking</title>

 <description>&lt;p&gt;&lt;strong&gt;INDIANAPOLIS, IN -&lt;/strong&gt; Eighteen Hoosier youth are tackling major issues facing state and local governments as part of their appointment to the first Indiana Legislative Youth Advisory Council. Representing communities across Indiana, the students will advise state legislators on a variety of matters affecting Indiana youth and adults.&lt;!--break--&gt;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;The health of our democracy depends upon well-educated and actively involved citizens,&amp;rdquo; said Superintendent of Public Instruction Dr. Suellen Reed. &amp;ldquo;This council gives young Hoosiers a unique opportunity to participate in government. What they learn through the experience will serve them well throughout their lives.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Created earlier this year through House Enrolled Act 1162, legislators charged the council with focusing on 10 key social issues: education, employment, poverty, homelessness, substance abuse, foster care, emotional and physical health, safe environments for youth, increasing youth involvement in government and improving youth access to state and local services.&lt;/p&gt;
&lt;p&gt;The council is one of 18 such groups nationally that put youth in a leadership and advisory role in state and local government. Appointed by state lawmakers and the governor, council members serve two-year terms with the possibility of serving a maximum of four years. Indiana&amp;rsquo;s current members include:&lt;/p&gt;

&lt;p&gt;The students must submit a report to legislators with recommendations and findings related to these issues each November.  <title>Indiana State Police Add Additional Commercial Vehicle Patrols for Labor Day Weekend</title>

 <description>&lt;p&gt;&lt;strong&gt;INDIANAPOLIS, IN -&amp;nbsp;&lt;/strong&gt; The Commercial Vehicle Enforcement Division of the Indiana State Police  will have extra inspectors patrolling Indiana highways this Labor Day  holiday weekend. Troopers and Motor Carrier Inspectors will work extra  hours above and beyond their normal shifts from August 29th  to September 2nd. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;Motor Carrier Inspectors (MCI&amp;rsquo;s)  will focus their efforts on driver factors during this period. These  factors include but are not limited to logbook violations, driver fatigue,  and size and weight enforcement. A number of the MCI&amp;rsquo;s may choose  to man the permanent scale facilities located along interstates routes  in Indiana. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;The troopers who participate  in this project will be required to work either of two high crash areas.  These areas have been identified by statistical data to be the areas  with the highest incidence of commercial vehicle crashes. One of these  areas is located in Marion and the surrounding counties of Hendricks,  Hancock, Hamilton, Morgan, Boone, Johnson, and Shelby. The second area  is located in the counties of Lake, Porter, LaPorte, St. Joseph, and  Elkhart. The officers patrolling these areas will focus their efforts  on crash causation factors such as following too close, improper/unsafe  lane movement, disregarding automatic traffic signals, and driver fatigue.  These factors have been statistically identified as the more prevalent  causes of commercial vehicle crashes.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The Indiana State Police Commercial  Vehicle Enforcement Division will continue its proactive approach to  gain voluntary compliance within the commercial vehicle industry through  enforcement and education. If you observe reckless or dangerous driving,  please call your nearest Indiana State Police post or dial 911 to report  the incident.&lt;/p&gt;

 <title>Master Trooper Paul Daugherty Recognized for Excellent Marksmanship</title>

 <description>&lt;p&gt;PERU, IN -&amp;nbsp; Lieutenant Matt Bilkey, district commander of the Indiana State Police  Peru Post, and Colonel Rick Weigand, assistant superintendent of the  Indiana State Police, recently recognized Master Trooper Paul Daugherty  of Miami County for excellent shooting while qualifying with his issued  state police handgun. Daugherty was issued his Possible Club Award pin  during a meeting of the Indiana State Police at the Peru Post. The pin  will be attached to a whistle chain and worn near the right shoulder  area of the state police uniform. Since it&amp;rsquo;s inception in 1946, there  have been 280 troopers that have earned the Possible Club Award for  outstanding marksmanships.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Daugherty earned the award  by shooting four perfect scores, two in phase I and two in phase III  of the Indiana State Police firearms program. Phase I requires a shooter  to fire fifty rounds of ammunition at a  target utilizing various shooting  positions and distances ranging from 25 yards to seven yards. All stages  of fire have a specific time limit which is strictly enforced. Phase  III is also a fifty round course of fire, but the longest shooting distance  is increased to fifty yards, and shooters have stages where they are  required to shoot with their non-dominate hand. The shooters in both  phases must complete the course of fire in the allotted time and receive  perfect scores every time they attempt the course. &amp;nbsp;&lt;/p&gt;

&lt;p&gt;Troopers qualify with their  issued weapons four times a year. Annually, during Phase I of the firearms  program, troopers earn shooting pins that are worn on their uniform.  The pins display an officer&amp;rsquo;s shooting skill level from marksman to  distinguish expert. Officers are also required to qualify annually with  personal backup guns that they intend to use in the performance of their  state police duties. The backup weapons must meet certain criteria set  by the Indiana State Police training division.&lt;/p&gt;

 <title>Bunker Hill Man Injured in Miami County Crash</title>

PERU, IN - Today, at approximately 11:43 a.m., the Indiana State Police 
and Peru Police Department responded to a two-vehicle crash on U.S. 
31 and Miami County Road 100 North that injured a Bunker Hill, IN man. &lt;br /&gt;
&lt;/p&gt;
&lt;p&gt;
Preliminary investigation by 
Indiana State Police Sergeant Rick Brown revealed that Terry L. Dean, 
58, Bunker Hill, IN, was driving a 2006 Dodge pickup truck, owned by 
S.M. and P. Utility Resources, northbound on U.S. 31. Dean was stopped 
for a red light at the intersection of U.S. 31 and County Road 100 North 
when he was rear ended by a 2006 International tractor trailer driven 
by Alan M. Watkins, 36, Walkerton, IN. The tractor trailer is owned 
by Deans Transportation and was pulling an empty box trailer. &lt;br /&gt;
&lt;/p&gt;
&lt;p&gt;
Dean was transported by ambulance 
to Dukes Memorial Hospital with a complaint of pain and lacerations 
to his head.  
&lt;/p&gt;
&lt;p&gt;
“This was a high impact crash, 
stated Sergeant Rick Brown “It serves as another example of safety 
restraints reducing the severity of injuries in a crash that could have 
been a fatality if both drivers had not taken the time buckle their 
seat belts.”   
&lt;/p&gt;
&lt;p&gt;
Northbound U.S. 31 was closed 
approximately two hours for cleanup of debris, diesel fuel, and investigation 
of the crash. 
&lt;/p&gt;
Sergeant Brown was also assisted 
at the scene by Lieutenant Matt Bilkey, First Sergeant Bob Land, Sergeant 
Bob Brinson, Master Trooper Randy Prior, Senior Trooper Joe Swisher, 
Trooper Mike Meiser, Miami County Sheriff’s Department, New Waverly 
Fire Department, Peru Fire Department, Dukes EMS, and Indiana Department 
of Transportation.  &lt;br /&gt;

student with a grade-specific student success mini-magazine titled OnTrack. These easy-to-read publications
provide helpful information on key learning topics including study skills, Indiana’s Academic Standards,
ISTEP+, Core 40, career exploration, planning and preparing for college, study
strategies, tips for parents and more.

“These mini-magazines are a great
resource for families and provide practical information to help them support
student learning,” said Dr. Suellen Reed, Superintendent of Public
Instruction. “If you haven’t seen your copy, ask your child or call

company that blasted unsolicited faxes into Hoosier homes and businesses is the
target of a lawsuit filed by &lt;a rel=&quot;geolocation&quot; href=&quot;http://maps.google.com/maps?ll=40.0,-86.0&amp;amp;spn=3.0,3.0&amp;amp;q=Indiana&amp;amp;t=h&quot; title=&quot;Indiana&quot; class=&quot;zem_slink&quot;&gt;Indiana&lt;/a&gt; Attorney General Steve Carter.  The
attorney general’s office received more than 1,000 complaints about
EZPMG, Inc. faxes.
&lt;/p&gt;
&lt;p&gt;
“For each fax brought to our
attention, it is likely there were hundreds more that were unreported and
caused headaches for people across the state,” said Carter. 
“We have heard from citizens in 51 counties who were supplementing the
advertising costs of this East coast company  thousands of miles

The attorney general’s office received
complaints from across the state about EZPMG faxes that were sent over an 11
month period from January, 2007 thru at least November, 2007.  The faxes
advertised mortgage services with some of these headlines:

Carter is asking the Court to halt EZPMG
from violating Indiana
law by sending unsolicited faxes. The lawsuit also seeks civil penalties of up
to $1,500 per violation against EZ Precious Metals Group Inc. d/b/a 
EZPMG, Inc., and its president Kenneth B. Elias and another  $10,000 for
the company’s failure to obtain a certificate of authority from Indiana to transact
business within the state.

The lawsuit has been filed in St. Joseph
County Court.

 <title>Posey County Man Loses Over $250,000 in Mail Scam</title>

Indiana State Police recently launched a criminal investigation after receiving information that a Posey County man had lost over $250,000 through a sweepstakes scam. &lt;br /&gt;
&lt;/p&gt;
&lt;p&gt;
Preliminary investigation revealed that the victim had received a document in the mail back in July from  “Embassy International” informing him that he was the grand prize winner of the U.S. Sweepstakes.  The document went on to say that participants were selected through a computer ballot system drawn from 15,000,000 names of individuals from all 52 states.  Since the victim had won first prize, he was going to be awarded $5,500,000.  The victim was also instructed he was responsible for all legal fees and state related taxes.  He was informed that the tax money must be submitted and accounted for within seven days.  The victim had 
sent Embassy International over $250,000 before realizing he had been scammed. 
&lt;/p&gt;
Indiana State Police want to remind everyone that scammers are preying on Indiana residents everyday.  It is important to remember that if a deal sounds too good to be true, then most likely it is. Before sending any money to an organization that you are not familiar with, it’s important to contact your local Better Business Bureau or your Indiana State Police.&lt;br /&gt;

 <title>Brian Howey: The Obama-Bayh tea leaves turn to The Audition</title>

-&lt;/strong&gt; Speaking from behind the towering mugs of Spaten Lager at the Rathskeller 
restaurant on the Eve of Evan Bayh’s Elkhart Audition, Luke Messer 
posed this question: “What if Evan Bayh doesn’t get it? It could 
hurt Obama here in Indiana.”
&lt;/p&gt;
&lt;p&gt;
I 
could not dismiss this out of hand or mug.
&lt;/p&gt;
&lt;p&gt;
Messer 
is a former Republican state rep and former GOP executive director. 
Watching the Obama/Bayh spectacle in its long, long Dog Days sequence 
has become an obsession here in the Hoosier state. The reason is simple. 
If Bayh ascends, it changes the political landscape here. How dramatic 
that change will be remains to be seen. In August 1988, the nascent 
Bayh gubernatorial campaign was rocked when U.S. Sen. Dan Quayle won 
the veepstakes. That month, Bayh’s election was no sure thing. As 
we know, the shock/paranoia was only temporary. Bush-Quayle carried 
the state and nation, and Bayh defeated Lt. Gov. John Mutz by a comfortable, 
albeit narrow, margin.
&lt;/p&gt;
&lt;p&gt;
Bayh’s 
election kicked off what has become two decades of speculation on whether 
he can get an office in the West Wing. And he has a wide, deep following. 
The Indiana Democratic Party was poised to do whatever it took to get 
him the presidential nomination beginning in 2006. When he pulled the 
plug on that effort that December, just a month after it became clear 
that Barack Obama would be Hillary Clinton’s chief challenger, his 
Democratic base gasped.
&lt;/p&gt;
&lt;p&gt;
When, 
in September 2007, Bayh threw his veep lot with Hillary Clinton - then 
the “inevitable” nominee - the Hoosier pundit class thought it was 
a sound political move, but we had nagging doubts whether Hillary could 
carry Indiana amidst a broad base of Hoosier Clinton haters. When Hillary 
didn’t wrap it up by Super Tuesday, we wrote about “Evan Bayh’s 
predicament” - that instead of toiling to make a red state blue this 
fall, he would have to do it this spring. He brought along most of the 
Democratic establishment and delivered the state. Without him, Hillary 
would have been toast. 
&lt;/p&gt;
&lt;p&gt;
If 
there was any momentum coming out of the Clinton-Bayh efforts in April 
and May, it belonged to Evan Bayh, who never said a nasty thing about 
Obama and who defeated the finely honed Obama model fashioned by his 
campaign manager, David Axelrod.  Bayh was like A.J. Foyt in the 
1964 Indianapolis 500, steering through the fireballs and carnage that 
claimed the lives of Eddie Sachs and Dave McDonald, to win and drink 
the milk of victory.
&lt;/p&gt;
&lt;p&gt;
And 
that brings us to the here and now: the veepstakes. It is a compelling, 
aggravating experience for those who make the short lists and wait ... 
and wait ... and wait. 
&lt;/p&gt;
&lt;p&gt;
The 
political class has experienced the ups and down, the rampant speculation, 
and stony silence, the head fakes and just fakes this past week. So 
have the Bayhphiles. Conventional wisdom, which has often been ruse 
in disguise, has Bayh on the shortest of short lists, with an announcement 
coming before the Beijing Olympics. Word came on Saturday that Barack 
Obama was heading to Elkhart the following week. We quickly learned 
of plans for a police motorcade through LaPorte County.
&lt;/p&gt;
&lt;p&gt;
Could 
it be? The Obama-Bayh ticket?
&lt;/p&gt;
&lt;p&gt;
Well, 
no one was talkin’. We could only read tea leaves, watch schedules 
and the movements of leaders. We checked commuter flight schedules and 
pondered a lengthy national media layover in South Bend. The Obama campaign, 
which has cost Indiana media access rights of $435 single-day bus tours 
and $150 turkey sandwiches, was coy. Coy to the point of cuteness; they 
clearly were surfing the veepstakes wave. 
&lt;/p&gt;
&lt;p&gt;
This 
lasted until the final 36 hours when most media came to the conclusion, 
though hardly a solid one, that this wouldn’t end in Elkhart. There 
would be no trips to Shirkieville. The Bayh twins, wife and corporate 
director Susan, as well as grandpa Birch would remain in Washington.
&lt;/p&gt;
&lt;p&gt;
When 
the event finally happened, Bayh gave an animated speech in Elkhart 
and the two hugged briefly with Obama calling him one of the “finest 
U.S. Senators” before he quickly turned to energy issues.  He 
reminded folks that gas was $1.50 a gallon when President Bush took 
office.
&lt;/p&gt;
&lt;p&gt;
But 
at Schoop’s Diner in Portage – after sharing a bus ride across the 
northern corridor where the two talked family and sports – Obama and 
Bayh glad-handed an early afternoon crowd. A 
camera crew awaited the senators filming high-definition television-quality 
footage of the duo. Indeed, multiple cameramen operated independently 
of the press videographers, and without press credentials. A member 
of the traveling press described the unusual crew as &amp;quot;very expensive 
(and aggressive).&amp;quot; When Howey Politics Indiana intern Ryan Nees 
ended up behind Bayh and Obama, one frenetic Obama aide physically blocked 
him from entering what she defensively called &amp;quot;our shot.&amp;quot; 
&lt;/p&gt;
&lt;p&gt;
Alas, 
the reading of tea leaves appears to have turned into The Audition. 
If it doesn’t result in The Ticket, there are going to be a lot of 
disappointed Hoosier Bayhphiles, and Obama might just see his Hoosier 
Blue State hopes slide away.
