Indiana Secretary of State Reports on Statewide Voter File and Process for Verifying Voter Registrations

Secretary Rokita Calls for Election Officials to Remain Committed to Ensuring Election Integrity by Utilizing Available Methods of Verifying Voter Registrations

INDIANAPOLIS, IN - Indiana Secretary of State Todd Rokita issued the following statement today regarding the use of Social Security Numbers as an appropriate and viable way to verify voter registration forms in Indiana:

"Giving Indiana voters and taxpayers the chance to participate in the fairest and most accurate election possible is my number one priority as chief election officer. I'm being made aware of instances of voter registration fraud by ACORN and others, from all corners of the state and across the country. I take these very seriously.

Using all available appropriate technology is our best way to combat voter fraud that we know exists in this state and across the country. This is not the time to start foregoing or circumventing the process we have had in place for years that ensures accuracy in our election. We built a statewide voter registration system well within the perimeters of state and federal law.

In Indiana, the implementation of the Help America Vote Act involves the verification of new and updated voter registrations through a number of methods to ensure voters are who they say they are and that they are eligible to vote. These include verification through the Bureau of Motor Vehicles, the Social Security Administration, the Department of Health and the Department of Correction.

Simply put, we have a lot of people in Indiana who have wanted to participate in this year's election and primary. We've had over 740,000 new and updated voter registrations already approved, and I welcome each one of these voters, and we have a lot of work to do still to process the remaining registrations so valid, eligible voters can vote. The number of inquiries to the Social Security Administration database is not out of line with the number of registrations."

Secretary Rokita made his comments while on a 45+ county tour of Indiana in advance of the election where he is personally assessing and assuring a fair and accurate election process for Hoosiers. Today he met with the Carroll County Clerk and held an election readiness forum for election officials and poll workers in Lebanon.

Indiana’s Hospitals Commit to Improve Six Public Health Measures

Statewide wellness effort designed to elevate state’s health status ranking

INDIANAPOLIS, IN – Indiana’s hospitals – known for treating illness – are now joining forces to focus on wellness. The hospitals have targeted six public health measures for statewide improvement. The selected measures include: obesity (rank 31st); smoking (rank 50th); adult diabetes (rank 38th); childhood immunizations (rank 43rd); prenatal care in the first trimester (rank 33rd); and self-reported poor mental health (rank 46th).

“It’s time to stop acting like we can’t do anything about rising health care costs,” said Douglas Leonard, president of the Indiana Hospital Association. “Hospitals want to align efforts, narrow the focus, and use our existing resources to elevate Indiana’s health status.”

Indiana ranks low on many key health metrics. Indiana ranks 43rd overall on Wellpoint’s State Health Index and 38th on the Commonwealth Fund Sate Scorecard on Health System Performance. A study released this year by Trust for America’s Health shows that for every $1 invested in prevention, the return is about $6.

State Health Commissioner Judy Monroe, M.D., is advising the association on the effort. A group of physicians, nurses, hospital administrators, and other health professionals identified public health measures appropriate for the project. The measures selected were considered most urgent for Indiana. An IHA Health Status Improvement Task Force will develop and implement a work plan. The first meeting is set for December.

“I applaud the Indiana Hospital Association and its members for starting this important initiative,” said Dr. Monroe. “Some of the best medical care in the nation is provided at our state’s hospitals, and I am confident, if they apply the same level of hard work and commitment to addressing these public health measures, we will see a positive change in the health of Hoosiers.”

Hospital strategies will include: targeting hospital employees for improvement first; utilizing partnerships with others engaged in health improvement; aligning hospital initiatives with existing county or state initiatives, such as INShape Indiana; standardizing community needs assessments; standardizing measurement strategies; utilizing existing resources and expertise within hospitals; and making it easy for hospitals to participate.

“Wellness initiatives have an impact that is broader than improving personal health and wellbeing. They impact medical expenditures, improve economic development, lower absenteeism, and increase productivity,” said William Corley, president/CEO, Community Health Network, Indianapolis.

According to Corley, who played a key role in launching the initiative, the cost savings that his organization might see with diabetes prevention is dramatic. A pre-diabetic employee who becomes diabetic may add $10,000 a year to health care costs, even if the diabetes is controlled. Employees with uncontrolled diabetes will add $40,000 or more per year to costs.

“At the end of the day, you don’t just do it for the cost savings,” said Corley. “You do it because you care about your employees.”

The rankings provided are from the Wellpoint State Health Index of 23 key public health metrics, which are either 2004 or 2005 data depending on the measure. The Indiana Hospital Association is the professional trade association for 167 Indiana hospitals. The IHA provides data, education, advocacy, financial, and communications services.

Reed Encourages Hoosiers to Learn about State’s Energy Sources

Learn Green, Live Green focus for October: Indiana’s Energy

INDIANAPOLIS, IN - According to the Energy Information Administration, Indiana ranks 8th in the nation in total energy usage. Because of this, and other alarming energy statistics, the Indiana Department of Education is encouraging Hoosiers to learn more about Indiana’s energy throughout October as part of the ongoing Learn Green, Live Green initiative.

“Learning about Indiana’s energy can help Hoosiers better conserve these resources and save ourselves money in the process,” said Superintendent of Public Instruction Dr. Suellen Reed.

Alternative energy sources

Though Indiana ranks high for fossil fuel consumption, the state is an emerging leader in the production of alternative fuels. As one of the nation’s top corn-producing states (fifth in the nation), Indiana’s potential as an ethanol producer is growing. Combined production of Indiana ethanol plants currently operating and those under construction will exceed 1 billion gallons of ethanol annually, using approximately 390 million bushels of corn. Moreover, Indiana is the fourth largest soybean state with four biodiesel plants currently in operation.

Indiana also possesses viable wind resources scattered across the northern half of the state. Earl Park, located in Benton County, is home to Indiana’s first working wind farm which provides renewable energy that reduces total greenhouse gas emissions. To learn more about Indiana’s alternative energy sources, go online to www.doe.in.gov/green.

Randolph Eastern school makes conservation a priority

Union City Community High School is committed to teaching students about alternative energy sources through hands-on activities. Currently, the school, which is part of Randolph Eastern School Corporation, has a solar and wind electric system made up of eight solar panels and a 90-foot wind turbine.

Although the system currently produces less than one percent of the school’s electricity, it offers big opportunities for project-based learning activities that span multiple subject areas. Students are able to work with the system directly through monitoring data, predicting energy output and studying how carbon-free electricity helps cut down on harmful emissions. Students and staff agree that these lessons are proving effective.

“I didn’t know a whole lot about alternative energy until I took the environmental education course,” said Ali Gelhaus, senior. “Now, I love learning about it. It makes me feel good to know our school is doing something to help the environment.”

To learn more about the solar and wind system at Union City Community High School and what other schools across the state are doing to “go green,” visit www.doe.in.gov/green and click on the Spotlights link.

Keep up the ‘green’ work

Although this month’s focus is Indiana’s Energy, Hoosiers should take a look at all the other Learn Green, Live Green initiatives such as recycling, reducing waste, using renewable resources, choosing more environmentally friendly transportation and learning more about beneficial organisms. For more information on our past initiatives, visit www.doe.in.gov/green and click through the different months on each of the tabs or go to the Recycle Bin.

Learn Green, Live Green

Learn Green, Live Green is a year-long initiative, launched in January 2008, that is designed to help educators, students, parents and community members discover practical, cost-effective ways to model environmentally-responsible behavior both inside and outside of the classroom. The Learn Green, Live Green concept fits naturally with Indiana’s academic standards, local school curricula and student learning goals at each grade level. Local participation is completely voluntary.

Each month in 2008, the Indiana Department of Education spotlights a different aspect of the issue through an interactive Web site, www.doe.in.gov/green, while offering a variety of related resources for schools and communities.

Don't Leave Yourself Unprotected

INDIANAPOLIS, IN - When you leave on vacation, go to work, or just leave for an hour or two, is your house easy access to burglars or other intruders? The Indiana State Police would like to offer some easy steps to follow to keep unwanted visitors from making entry to your house and help keep you from becoming a victim.

Lock your doors. That includes basement, side, and front door. Be sure your garage door is down and locked. Don't make it easy for an intruder to get in. Don't broadcast you are leaving on a certain date and returning on a certain date.

Have motion lights installed around the perimeter of the home. Especially in front of doors and windows. That way if someone is at the door, you can see them at night.

Make your home look like someone is there. Put lights inside and outside the home on timers to come on at dusk and go off at your regular time you retire for the evening. Put your radio or TV on a timer to go on and off each night. Don't set up your voicemail to give when you are gone and when you will return.

Stop your mail and newspaper delivery. Newspapers and mail are a big clue you are gone. Stop delivery or have someone get your mail daily.

Have someone check your house on a daily basis while you are gone. Be sure they check doors and windows. Check randomly each day. Start a neighborhood watch program. Become a good neighbor while others are away. Add an alarm system to your home.

If you come home and find your house or the house you are checking has been broken into, there are some steps to follow to help police solve the crime.

Don't go in. Let the police check the house and collect evidence to help in solving the crime. Don't walk around the house or pick up anything in the yard. It could have been used to commit the crime.

Call the police. Let them check the home in case someone is still inside. Protect yourself. Call from a cell phone or a neighbor's home.

Write down license plate numbers, description of the vehicle or vehicles, and description of possible suspects leaving the home. Get as much information as you can if you see someone breaking into a house or leaving a home you are watching. The more information you can provide, the more the police have to work on capturing the suspects.

First Sergeant Jon Smithers of the Indiana State Police says "Do what you can to protect yourself from burglaries and thefts. Don't leave valuables in plain view where someone can look in a window to see them lying out. Use home safes or lock boxes to protect your valuables".

If you suspect a crime is in progress while driving down the road, call 911 or your local police department and give your name and the location you are at while making the call. Give the road number, house number, the city and county you are in and any description of cars or other vehicles you see at that time. Do not confront the suspects! Let the police handle the situation. Your neighbor will appreciate anything you can do to protect their property.

Attorney General Steve Carter, 32 States Reach Landmark $62 Million Settlement with Indiana-based Eli Lilly

Eli Lilly pays $1.6 million to Indiana in largest multi-state consumer protection-based pharmaceutical action

INDIANAPOLIS, IN - Attorney General Steve Carter announced today that Indiana, along with 31 other states and DC, reached a record $62 million dollar action with Indiana-based Eli Lilly and Company arising from alleged improper marketing of the antipsychotic drug Zyprexa. It is the largest ever multi-state consumer protection-based pharmaceutical action.

The Attorneys General alleged that Eli Lilly may have marketed its antidepressant drug Zyprexa for off-label uses and may have failed to adequately disclose the drug’s potential side effects to health care providers. Following a nearly two-year investigation, Eli Lilly has agreed to change how it markets Zyprexa and to cease promoting its “off-label” uses, which are not approved by the U.S. Food and Drug Administration (FDA).

“The agreement provides Hoosiers assurance that their doctors are and will be fully informed about the potential medical impact of Zyprexa,” said Carter. “We are pleased that Eli Lilly has agreed to take measures to ensure that doctors and consumers in Indiana and throughout the nation will be provided with accurate, objective and balanced information.”

The Office of the Indiana Attorney General will receive $1,602,874 from the consumer protection-based pharmaceutical action. Money from the action will be used for consumer protection and other lawful purposes that have not been determined at this time.

In 2001, Eli Lilly began an aggressive marketing campaign called “Viva Zyprexa!” As part of that campaign, the company allegedly marketed Zyprexa for a number of off-label uses including pediatric use, for use at high dosage levels, for the treatment of symptoms rather than diagnosed conditions and in the elderly for the treatment and/or chemical restraint of patients suffering from dementia. While a physician is allowed to prescribe drugs for off-label uses, the law prohibits pharmaceutical manufacturers from marketing their products for off-label uses.

The agreement mandates that for a six year time period extending beyond the patent term for Zyprexa, Eli Lilly will:

Promotional Activities

· Not make any false, misleading or deceptive claims regarding Zyprexa;

· Not promote Zyprexa using selected symptoms of the FDA-approved diagnoses unless certain disclosures are made regarding the approved diagnoses;

Dissemination of Medical Information

· Require its medical staff, rather than its marketing staff, to have ultimate responsibility for developing and approving the medical content for all medical letters and medical references regarding Zyprexa, including those that may describe off-label information. This information shall not be distributed unless certain criteria are met;

· Provide specific, accurate, objective and scientifically balanced responses to unsolicited requests for off-label information from a health care provider regarding Zyprexa;

· Require its medical staff to be responsible for the identification, selection, approval and dissemination of article reprints containing more than an incidental reference to off-label information regarding Zyprexa, and that such information not be referred to or used in a promotional manner;

Continuing Medical Education (CME) and Grants

· Disclose information about grants, including continued medical education on its Web site (www.lillygrantoffice.com), for at least two years and maintain the information for five years;

· Not use grants to promote Zyprexa, or condition CME funding on Eli Lilly’s approval of speakers or program content;

· Contractually require continuing medical education providers to disclose Eli Lilly’s financial support of their programs and any financial relationship with faculty and speakers;

Payments to Consultants and Speakers

· Provide each signatory Attorney General a list of health care provider promotional speakers and consultants who were paid more than $100 for promotional speaking and/or consulting by Eli Lilly;

Product Samples

IDEM Boosts Recycling Efforts with PEP Grants

Twenty-two solid waste management districts receive grants to enhance recycling education

INDIANAPOLIS, IN - The Indiana Department of Environmental Management (IDEM) awarded 22 Indiana solid waste management districts (SWMDs) public education and promotion (PEP) grants to educate students, teachers, citizens, communities, and businesses about source reduction and recycling programs.

“Education is an important key to encourage more Hoosiers to recycle,” said IDEM Commissioner Thomas Easterly. “If we could encourage each Hoosier to recycle, even in a small way, then the collective impact would be significant. If we all work together to do our part we can make Indiana’s environment better for current and future generations.”

County SWMDs that received PEP grants are: Allen; Bartholomew; Clay-Owen-Vigo; Dearborn; Decatur; Fountain; Hamilton; Huntington; Knox; Lake; Marshall; Monroe; Northeast serving DeKalb, LaGrange, Noble and Steuben Counties; Perry; Rush; St. Joseph; Spencer; Sullivan; Three Rivers serving Henry County; Tipton; West Central serving Montgomery, Park and Putnam Counties; and Wildcat Creek serving Clinton and Tippecanoe Counties.

IDEM awards the PEP grants each year to eligible SWMDs which work with local schools, businesses, communities, and environmental and service organizations to develop education and promotion programs. PEP grants help fund projects aimed at creating environmental awareness, such as advertising and printed materials for recycling and household hazardous waste programs; Web site development; technical assistance for local business; library resource materials for schools; training materials for schools; and expenses for local "buy recycled" campaigns.

Source: Indiana Department of Environmental Management (IDEM)

The PEP grant program is one of several grant programs IDEM manages to aid cities, towns, counties, SWMDs, schools and non-profits with source reduction, recycling and household hazardous waste programs. A local match of funds is required to demonstrate local commitment to the program. For more information, visit http://www.IN.gov/idem/4103.htm .

Grant money comes from the Indiana Solid Waste Management Fund, an account generated by a per-ton fee on solid waste disposed at Indiana landfills. The fund supports source reduction, reuse, recycling and composting to prevent solid waste from permanent disposal.

Garden City Elementary’s Nicole Law named Milken National Educator

Indianapolis teacher receives $25,000 Milken educator award

INDIANAPOLIS, IN - The life of one Indianapolis educator changed dramatically this morning when she became $25,000 richer. Nicole Law, principal of Garden City Elementary in MSD of Wayne Township, received a $25,000 National Educator Award from the Milken Family Foundation (MFF) in a surprise schoolwide assembly hosted by Dr. Suellen Reed, Superintendent of Public Instruction, and Dr. Jane Foley, Senior Vice President of Milken Family Foundation.

“We are proud to recognize this outstanding Hoosier educator for her achievements,” Reed said. “Nicole Law is an excellent example of how dedicated school professionals can truly make a difference in ensuring our students succeed.”

Called the “Oscars of Teaching” by Teacher Magazine, the Milken National Educator Awards were conceived by Lowell Milken, chairman and co-founder, to recognize the importance of outstanding educators and encourage talented young people to enter teaching. Indiana has received $1.3 million in awards from the MFF over the past 17 years. Indiana is the first state to kick-off the nationwide announcements.

Law has 13 years of experience with six of those in administration.

In a letter recommending Law, Mary Ann Dewan, Assistant Superintendent of MSD of Wayne Township, said, “Nicole embraces the diversity of her school, looks beyond the poverty to the potential and has created a school environment in which all students can achieve at high levels.”

Active in 48 states and the District of Columbia, the Milken Educator Awards have grown to become the nation’s largest teacher recognition program. Since 1987, over $60 million has been awarded to more than 2,300 educators. Each recipient receives a $25,000 check in the spring at an awards ceremony held in Los Angeles, Calif., during a professional development conference with new and past winners. Recipients are able to use the money any way they choose.

“Nothing in America’s K-12 schools has more influence on student learning than the quality of the classroom teacher,” Lowell Milken said. “Highly effective teachers are the bedrock in constructing a world-class education system that meets our challenges and opportunities in this 21st century. It is a national imperative that we attract, retain and motivate people of talent to the profession. America’s prosperity depends on it.”

Candidates for the Milken Educator Awards are selected on the basis of the following criteria:

Exceptional educational talent as evidenced by effective instructional practices and student learning results in the classroom and school;

Exemplary educational accomplishments beyond the classroom that provide models of excellence for the profession;

Strong long-range potential for professional and policy leadership; and

Engaging and inspiring presence that motivates and impacts students, colleagues and the community.

Unlike most teaching awards, the Milken Educator Awards have no formal nomination or application process. Educators are recommended without their knowledge by a blue-ribbon panel appointed by each state’s department of education. Each year exceptional teachers, principals and specialists are stunned with the news of their awards.

State Energy Assistance Program Funded for Winter Heating Season

INDIANAPOLIS, IN – Indiana has a record amount of funding for winter heating assistance and should be able to meet the winter fuel needs of low-income Hoosiers, despite recent increases in the costs of energy, Governor Mitch Daniels said today.

The governor said the state will have a record $106 million available through Indiana’s share of the Energy Assistance Program (EAP). That’s more than double the amount of funding that the state received for last winter’s heating season. The Indiana Housing and Community Development Authority (IHCDA) is accepting applications and appointments for the program through local community action agencies beginning today.

“We’ve never been more prepared to help Hoosiers, and we’re starting earlier than ever because we expect it to be a difficult year for winter energy costs,” said Daniels.

Last week, the federal government took action to increase the amount of funds provided to states to help families cope with rising energy costs, and Indiana’s share more than doubled, to $103.7 million. In addition, the state has $2.5 million remaining in a contingency fund from last year.

The EAP funds help individuals and families with incomes up to 150 percent of the poverty level with winter heating bills. Daniels increased the level of eligibility from 125 percent of the poverty level to 150 percent of the poverty level three years ago.

For example, a family of four making less than $31,800 would qualify, as well as an individual with an income of $15,600 or less. The benefit amount is paid in a lump sum directly to the applicant’s utility company.

Last winter, the state allocated nearly $71 million in federal heating assistance ($51.8 million basic grant, $13.1 million contingency and $6 million Temporary Assistance to Needy Families) to help more than 159,000 Hoosier households, an increase of 15,000 from the previous year. In winter 2003-04, 126,000 households were served, and the average assistance was $275 per household.

The average household benefit last winter was $320; that amount is expected to increase this year, depending on the number of people who apply for assistance.

Experts predict that energy costs could increase as much as 30 percent this winter, driven by higher prices for both oil and natural gas. However, the large increase in federal funds provided to Indiana should ensure that the state can help even more eligible families with their heating needs this winter.

The Indiana Housing and Community Development Authority, which overseas EAP, has required community action agencies to utilize interactive voicemail software to handle large call volumes, to accept mail-in renewals beginning in July and to allow households to schedule appointments as well as take applications on a walk-in basis. Community Action Agencies meet individually with applicants in each of the 92 counties to determine eligibility.

“We encourage those who are concerned about paying their winter heating bills to call or visit their local Community Action Agency, or to call the Indiana Housing Authority’s toll-free number for more information,” said Sherry Seiwert, executive director of IHCDA. That number is 1-800-872-0371.

Governor Daniels Requests Federal Assistance for 10 more Counties

INDIANAPOLIS, IN - Governor Mitch Daniels today requested that President George W. Bush add 10 counties to the disaster declaration for severe weather that began September 12. They are Clark, Crawford, Dearborn, Jackson, Knox, Lawrence, Martin, Pike, Spencer and Switzerland counties.

Preliminary assessments indicate the amount of damage in these counties is less than the six counties that have previously been approved for federal assistance as a result of the severe September weather but the governor is hopeful assistance will be provided.

If granted, the federal disaster declaration would qualify residents for individual assistance. Specifically, he has requested the Individual Assistance programs including the Individual and Household Program, Disaster Housing, Other Needs Assistance, Crisis Counseling, Disaster Unemployment Assistance, and US Small Business Administration Disaster Loans.

On September 23, Lake, LaPorte and Porter counties were designated for federal assistance. Three days later, on September 26, Harrison, Jefferson and Jennings counties were approved.

Daniels indicated further damage may be identified and reserved the right to request the public assistance program when damage to the public infrastructure is better understood. Additional counties may also be added as part of the major disaster determination as damage assessments are completed. They are Floyd, Jasper, Newton, Perry, Scott and St. Joseph.

Indiana FSSA Expands SCHIP Coverage

Expansion allows Indiana to cover thousands more children

INDIANAPOLIS, IN - Approximately 10,000 more Hoosier children are now eligible to receive coverage thanks to an approved request to expand the State Children's Health Insurance Program (SCHIP). The Indiana Family and Social Services Administration (FSSA) announced the expansion of eligibility up to 250 percent of the Federal Poverty Level, to cover additional children under the age of 19. The expansion goes into effect today.

"Thanks to extraordinary bipartisan support from the Indiana General Assembly, we are now able to continue our commitment to the health of Hoosier children," said FSSA Secretary Mitch Roob. "Our next goal is to make certain that we get word out to all of those who are newly eligible due to this expansion so they may enroll."

The Indiana Check-Up Plan, which passed in 2007 with leadership from Representative Charlie Brown (D-Gary) and Senator Pat Miller (R-Indianapolis), included a provision for SCHIP expansion. Following a suggestion made by Senator Frank Mrvan, Jr. (D-Hammond), FSSA advanced their expansion request to the Centers for Medicare and Medicaid Services (CMS). Approval for the expansion was granted from CMS in May, allowing FSSA to expand the program today. Within the first year alone, FSSA estimates 5,100 more children will have coverage.

"As Indiana's leader in children's health and advocacy, we are pleased to learn that the State Children's Health Insurance Program will expand to cover children who are under age 19 in families, and that the income eligibility will also be raised from 200% to 250% of the federal poverty level," said Ora Pescovitz, MD, President and CEO, Riley Hospital for Children. "This is great news for Indiana's children and families because more Hoosier children will have access to affordable, quality care. We want to express our gratitude to Governor Daniels and Secretary Roob for their leadership on this issue and their continued focus to provide the very best care for Indiana's children."

SCHIP was a part of the Federal Balanced Budget Act of 1997, which Congress created as a way to encourage states to provide health insurance to uninsured children. SCHIP is a part of Hoosier Healthwise, Indiana's health insurance program.
State Utility Consumer Advocate Accepting Public Comments on Indiana Utilities Corporation Rate Increase

INDIANAPOLIS, IN - The Indiana Office of Utility Consumer Counselor (OUCC) is inviting public comments as it reviews the request of Indiana Utilities Corporation for an increase in its natural gas base rates and charges.

The OUCC - the state agency representing consumer interests in cases before the Indiana Utility Regulatory Commission (IURC) - has not yet taken a position on the utility's request but is currently scheduled to complete its review and file testimony on Wednesday, October 29. Consumers who wish to provide written comments on the case in the meantime may submit them to the OUCC's consumer services staff via mail, e-mail or fax.

Indiana Utilities Corporation - a privately-owned utility with customers in Harrison and Floyd Counties - is requesting a 6.93 percent increase in its general operating revenues, along with approval to issue approximately $750,000 in long-term debt. According to its testimony in this case, the utility is seeking the changes to recover higher operating and maintenance costs, and to pay for infrastructure costs related to the expansion of its service territory.

The proposed increase in this case would only apply to the utility's base distribution rate, which comprises approximately 25 to 30 percent of a typical residential natural gas customer's monthly heating bill. Base distribution rates cover "non-gas" costs such as operating and maintenance expenses, and capital and infrastructure improvements. Indiana Utilities Corporation's current base rates were approved in November 2003.

Wholesale natural gas supply costs, which make up between 70 and 75 percent of a typical customer's bill, are recovered on a dollar-for-dollar basis through the state's Gas Cost Adjustment (GCA) process. Indiana Utilities Corporation's GCA process, which includes an OUCC review and requires IURC approval, will not be affected by this case.

The OUCC needs to receive all written consumer comments in this case no later than Friday, October 24. Comments should include the consumer's name, address, and a reference to "IURC Cause No. 43520," and can be submitted by mail, fax or the Internet:

Students receive adult mentoring while in school and one year of follow-up counseling after graduation. Indiana's program has a 90 percent graduation rate and many students choose to continue their education after high school. The JAG program is funded through grants provided by the Indiana Department of Workforce Development. The non-profit Indiana Youth Institute provides technical assistance and coordinates the program.

"We are delighted to recognize the outstanding leadership Governor Daniels in bringing JAG to Indiana," said Maine Governor John Baldacci, JAG board chairman. "As a governor, I fully realize the many competing options for education and job training. Mitch selected one of the very best when he brought this program to Indiana."

Regional Measles Outbreak is Reminder to Parents to Get Children Up-to-Date on Immunizations

INDIANAPOLIS, IN - Recently, the Centers for Disease Control and Prevention (CDC) indicated the United States has reported more measles cases in 2008 than in any year since the same period in 1996. Of the 131 cases in the nation, 91 percent were unvaccinated or had an unknown vaccination status.

As children return to child care and school, state health officials are encouraging parents to ensure their children are vaccinated against diseases like measles, and to ask their health care provider to enter any vaccinations their children receive in the state Children and Hoosiers Immunization Registry Program.

"It is important for parents to remember serious vaccine-preventable childhood diseases, including measles, are not usually seen in the United States but do continue to circulate throughout the world," says State Health Commissioner Judy Monroe, M.D. "Many of the measles cases this year have resulted from unvaccinated individuals returning or traveling to the United States from other parts of the world. They become infectious and, subsequently, spread the highly contagious virus into pockets of other unvaccinated individuals."

Measles is transmitted through respiratory droplets from the infected individual and is considered infectious from four days before to four days after onset. Early symptoms, arising seven to 18 days after exposure, may include cold-like symptoms such as a cough, runny nose and conjunctivitis. The measles rash appears one to two days later, starting at the hairline and spreading down the trunk and out towards the extremities over the course of three days. It disappears from the body two to three days later in the same order it appeared.

"We live in a global society where we are a plane ride away from every disease on earth," says Joan Duwve, M.D., medical director for Immunizations at the Indiana State Department of Health. "While Indiana does not have a confirmed measles case as part of the recent resurgence, the risk remains. Choosing not to vaccinate your children leaves them susceptible to measles as well as other serious diseases potentially leading to life-long complications or even death."

State health officials say child care and school immunization requirements play a key role in preventing disease by ensuring all children are up-to-date on the necessary vaccines. When immunization rates drop, diseases are reintroduced into the population.

"Ensuring your child is up-to-date on immunizations protects not only him or her, but also other children, including infants and others who have not yet received certain vaccinations," says Dr. Duwve.

For more information about measles, go to www.in.gov/isdh/22120.htm. For more information about school immunization requirements, call your primary health care provider, or visit www.in.gov/isdh/23941.htm.
